DANIEL SMITH Director Mr. Roy Lynch, Town Manager Town of Siler City PO Box 769 Siler City, NC 27344 NORTH CAROLINA Environmental Quality December 17, 2021 Subject: Compliance Evaluation Inspection Town of Siler City Collection System Collection System Permit No: WQCS00056 Chatham County Dear Mr. Lynch: On August 27, 2021, Cheng Zhang of the Raleigh Regional Office (RRO) Division of Water Resources conducted a Compliance Evaluation Inspection of the subject facility. The assistance and cooperation of Mr. Chris McCorquodale, Public Works and Utilities Director, Mr. Joey Smith, Operations Superintendent, were very helpful and appreciated. A checklist of items is enclosed with this letter. During the inspection the following items were noted: 1.) Town of Siler City collection system is Class II Collection System. It has approximately 57 miles of gravity sewer and 4 miles of force main, and 7 duplex pump stations. 2.) The Town's Capital Improvement Plan (CIP) for the sewer system was reviewed. The Plan covers a 20-year period from 2021 to 2040. 3.) The Town has a collection system map which has most components required by the permit. Approximate pipe age needs to be added to the map. 4.) The facility has a grease educational program. Grease educational material is distributed to all users with water bills semi-annually. Grease traps/interceptors are inspected on an annual basis. 5.) There have been twenty reportable Sanitary Sewer Overflows (SS0s) since the last inspection. Press releases and public notices were available for review. 6.) Five pump stations were visited during the inspection. It was noted that three pump stations were not equipped with back flow devices, which is not compliant with the Town's own Ordinance. Three aerial lines (see enclosed inspection report) were observed during the inspection, all were found accessible. It was noted that an ongoing SSO (Incident No. 202101841) was observed from a manhole at one end of an aerial line crossing Loves Creek. Enforcement was taken by RRO on this incident. 7.) Pump station and high -priority line inspections, gravity line cleaning, easement maintenance, spill response action plan were reviewed during the inspection. There were 20 SSOs reported since the last inspection, press releases and public notices were available for review. The Town has updated Capital Improvement Plan with covers from 2021 to 2040.
