Enclosed you will find the report for the compliance inspection performed on December 15th, 2021.
The attached compliance inspection report includes a review of the storage areas, the application field,
and the operation and maintenance (O&M) records. I would like to thank Todd Robinson and Josh
Powers of Envirolink and Adam Walker of Lake Norman State Park for their time during the inspection.
The facility complies with the permit.
The facility storage and application fields appeared well maintained at the time of inspection. There are
a couple of points worth nothing for continued program compliance:
• Please be sure to follow all permit prescribed reporting due dates to avoid violations from
being generated or NDMR reports from having to be amended.
• Please be sure to notify the MRO if ORC or pertinent staff changes occur so we may keep
our contact information current.

Inspection Summary:
On December 15, 2021, staff from the MRO performed a Compliance Inspection of the WWTF and Spray Irrigation Fields
associated with permit WQ0020881 at Lake Norman State Park. During the inspection, the lift stations at the Camp Ground
and Swim Beach were observed. Both lift station systems alarms were observed to be working. However, the system does
not notify park personel if a High Water stituation were to occur at either lift station. Park staff and Enviro Link Staff will
investigate whether an application can be downloaded to park staff phones to notify if a high water circumstance were to
occur at the lift stations.
The wet wells were also observed at both lift stations. Solids were observed in both wet wells. The solids appeared to be
primarily rags. These rags may create an obstruction in the system creating a limited flow condition. MRO requested that
the park not allow the presence of solids to become exstensive to the point where the solids create a disruption of flow in the
WWT system.
During the site visit, current information for ORC and backup ORC was received. BIMS has been updated regarding ORC
and backup ORC for this facility. Envirolink is expecting to get additional staff certified to be able become a potential ORCs
for this facility.
Quarterly sampling for June 2021 was not performed due to a change over in staff. As a result, a Notice of Deficiency was
issued for the missed sampling event.
MRO staff was also provided with a copy of the corrected NDMR for September of 2021, and the NDMR for October 2021.

Comment: Primary treatment for the wastewater is aeration in the treatment lagoon. The aeration units do
not run conitinuously during winter months. Pump 2 was required to have repairs in 2021. The
pump has been returned to service and is operating to permit standards.
During the site visit, the lagoon walk walked to review liner integrity. No significant breaches in
the liner were observed. There was the present of a small area of grass growing through the
liner on the West end of the lagoon. MRO staff did remark not to use a weed killer for removal
of the grass as we do not want these chemicals to potentially enter the treatment lagoon.
There is a section of the liner on the East side of the lagoon that may be slumping. The liner is
not currently damaged. However, MRO staff recommended keeping an eye on this condition
and requested that continued slumping be reported to the region.

Comment: The flow meter was replaced in August 2021. Receipt of purcase for the new meter was
reviewed during the site visit. The replacement of the meter is evidence that the meter meets
the calibration requirement of the permit.
The flow at the swim beach is also recorded on paper charts that are kept at the lift station.
The paper charts serve as a backup record to the digital flow meter at the swim beach.

Comment: Chlorine disinfection is mixed and applied by the ORC as needed. No chlorine is stored on the
site outside of what is being use for disinfection. The contractor would like to upgrade the
chlorine storage to include a double walled containment system for chlorine storage.

Comment: O&M records were reviewed for the period of January 2021 through December 2021, during
the site vist. The records are complete and up to date. Freeboard measurements are
included in the O&M records along with system repair activities.
It was suggested that the O&M records be kept in log books by individual year or in the loose
leaf binder where years can be separated.

Comment: Spray irrigation was observed at both dedicated fields during the site visit. The spray irrigation
is contained within the boundaries of the dedicated spray fields.
No ponding was observed to be occuring as a result of the spray irrigation event.
There continues to be overlap in the spray heads in field A that with over application that may
result in ponding.
