Chriscoe, Street Supervisor PO Box 296 Robbins, NC 27325 910-948-2431 DESCRIPTION OF TREATMENT PROCESS All wastewater is conveyed to the Robbins WWTP via a permitted collection system. The collection system consists of approximately 8.4 miles of gravity sewer, 1.5 miles of force main, and three duplex pump stations. The Town of Robbins WWTP is an extended aeration facility. It has a design capacity of 1.3 MGD. Treatment is initiated at a preliminary treatment unit (headworks), which consists of a grit removal unit, semi -cylindrical fine screen, and a manual bar screen. De -gritted and screened wastewater is pumped to .a secondary treatment unit. Dual activated sludge treatment units are provided with integral center -feed clarifiers. Mixing and aeration are provided by diffused aeration. Caustic soda is added at the head of the system to add alkalinity. Aluminum sulfate is added prior to the clarifiers to facilitate setting of the solids and to help remove phosphorus. Clarified effluent is disinfected by chlorination, and then de -chlorinated with sulfur dioxide. Settled sludge is either returned to the system as Return Activated Sludge or wasted to an aerobic digester for further stabilization. After digestion is completed, the stabilized sludge is land applied in liquid form onto permitted land application sites. The effluent from the wastewater treatment plant is discharged into the Deep River, in the Cape Fear River Basin. COMPLIANCE PERFORMANCE The Town of Robbins WWTP and Collection System are regulated by. the NC Department of Environmental and Natural Resources (NCDENR). The Town possesses a National Pollutant Elimination System (NPDES) permit that includes water quality limits and sample monitoring requirements. The NPDES permit requires the Town to test more than 15 different constituents in the treated water. The monitoring frequency for these constituents are set at various intervals such as continuous, daily, weekly, two times per week, monthly, and quarterly. The Wastewater Treatment Plant was compliant with all of the NPDES permit requirements for the reporting period except for 10 occasions where "Total Residual Chlorine" on treated effluent water was over the "Daily Maximum " limit of 28/ugl, and 1 occasion where "TSS" was in excess of the "Weekly Average Limit" of 31.0 mgl. There were no harmful effects on water quality. The Wastewater Treatment Plant consistently achieves 92-99% efficiency of removal of BOD and TSS. The following is a summary of the testing for parameters that are assigned Water Quality Standards by the NPDES permit. Please Note: The summary may not include parameters that only incorporate a monitoring requirement, nor does it include daily process control testing. Some of the plant control tests were PH, temperature, ammonia, alkalinity, nitrates, dissolved oxygen, settle ability, suspended solids, and oxygen uptake rate. SUMMARY OF PERMIT VIOLATIONS Permit violations that occurred at the WWTP during 2012 were a 10 occasions where the "total chlorine residual" was in access of the "Daily Maximum Limit" of 28 ugl. Six c12 readings was taken with the a pocket colorimeter due to our Hach DR2010 spectrometer being out of service and had a higher reading than the permit "Daily Maximum" of 28 ugl. The Division of Water Quality was notified about these events however there were no harmful effects on water quality. In January, three cl2 readings were found to be in excess of permit limits most likely due to the degrading DR2010 spectrometer. One cI2 reading also was noted on July 2012 DMR to be in excess of "Daily Maximum Limits". August 2012 there was a violation of "TSS" of 32.7 mgl. The Robbins WWTP limit for this testing parameter is 31.0. This occurance was due to draining a secondary basin back into main basin too quickly. Draining of secondary basin was stopped and additional wasting was performed as corrective action. Additional Notes: Effective August 5, 2012, Robbins WWTP/ORC Rodney Kiser resigned his position and the ORC position was filled by Tommy Gibbons, Back-up ORC, until 8/27/2012, at which point Tommy Gibbons assumed the full time position of WWTP ORC. The position of back-up ORC was filled on 12/12/2012 by Mike Criscoe. On 12/5/2012 reclaimed water line was discovered to be cracked and leaking effluent water used for chlorination and de -chlorination purposes. Flow was immediately diverted to secondary basin to allow for repairs to be completed. WWTP had no discharge for one full day 12/06/2012, and repairs were completed on 12/07/2012. Notification of this event was given to Dale Lopez NCDENR, Fayetteville Regional Office on 12/5/2012. The collection system consists of approximately 8.4 miles of gravity sewer, 1.5 miles of force main, and three duplex pump stations, and all associated piping, valves, and appurtenances required to make a complete and operational wastewater collections system to serve the Town of Robbins. All the wastewater goes to the waste water treatment plant for treatment. The collections system is operated and maintained by cleaning 10 percent of the system once a year to prevent any SSO's from occurring. We also inspect and exercising all valves, cleaning and removing debris from the pump station structure, outside perimeter. We also inspect the entire collection system once a year to reduce the risk of malfunctions and deterioration, operator errors, and other issues that may cause or lead to the release of wastes to the environment, threaten human health or create nuisance conditions. COMPLIANCE PERFORMANCE The Town of Robbins Collections System and WWTP are regulated by the NC Dept of Environmental and Natural Resources (NCDENR). The Town of Robbins possesses a System - Wide Wastewater Collection System Permit. The permit requires the town to collect the wastewater and for it to be treated at the Waste Water Treatment Plant before being disposed into the receiving streams. The Town of Robbins collections system was a 100 percent compliant with all of the NPDES permit requirements for the reporting period.
