17. DIRECTIONS TO THE SITE
From the Ocracoke (Southdock) Ferry Terminal- North out of the terminal following U.S. Coast Guard navigation aids 1B LIGHT, 2 LIGHT,
3, 4, 3A, 4A, 6 LIGHT. The channel runs north to south from the Southdock ferry basin entrance channel to the naturally deeper part of the
Pamlico Sound or "The Reef."
18. Nature of Activity (Description of project, include all features)
This project will be for the U.S. Army Corp. of Engineers (US ACE) to utilize a sidecast dredge for maintenance excavation of a section of
Stoop Channel referred to as the "dog leg." Sloop channel is part of the Hatteras -Ocracoke ferry route and provides all rneans of getting
residents, visitors and supplies to and from Ocracoke Island and Hatteras. After Hurricane Florence, the section of Sloop closest to The Reef
experienced significant shoaling which created navigational issues that prompted safety concerns for the NCDOT and the USCG. Additional
shoaling was observed following Hurricane Dorian in this same section. Currently in the dog leg section shoaling has forced the ferry route to
run in zig zags. In this section only one vessel can travel through the channel at a time which is not ideal from a safety or operational (ferry)
standpoint. This section is at an average depth of 7' deep meaning another 5' of material will need to be removed. The amount of material that
needs to be removed is approximately 126,423 cubic yards. This project will also consist of keeping a maintenance permit on hand for the
entirety of Sloop Channel. The state-owned pipeline dredge Manteo would be the preferred option for any future dredging events that arise
within the channel and could be utilized as long as the section needing maintenance was within 2 miles of the Southdock spoil site.
19. Project Purpose (Describe the reason or purpose of the project, see instructions)
The purpose of this project is to allow for the safe passage to and from Ocracoke and Hatteras for both private and commercial vessels by
being prepared to address the shoaling that resulted from Hurricane Florence and Hurricane Dorian in the near future, and to keep a
maintenance permit on hand for the entirety of Sloop Channel so that emergency permits will not be needed at any point in the future. Thus
far, only surveying and general monitoring of conditions have been performed in response to the shoaling. NCDOT has not dredged this
location before but surveys suggest that the changing conditions within the channel will result in the need for maintenance dredging. With the
maintenance permit we would be able to take care of all dredging needs quickly and efficiently to get the route back to normal and under safe
operating conditions without having to go through the emergency permitting process. By excavating the channel to 225' wide and 12' deep
during dredging operations we would establish the channel as it is currently marked, match the entrance channel width and depth, keep the
channel from shoaling in as often, and reduce the amount of dredging projects done in the area.

20. Reason(s) for Discharge
>2 miles from the Southdock spoil site (dog leg section/approx. 25% of the Sloop Channel): The project can not be completed by the state
owned pipeline dredge. Options for dredging the channel would be evaluated based on the circumstances and available dredge plants. 1) US
ACE sidecast dredge utilized. Material would be disposed of into the Pamlico Sound adjacent to the channel. 2) Privately contracted pipeline
dredge. Contracted dredge would have to be larger than the state-owned pipeline and have the capacity to pump material further into the spoil
site, but setup and methodology would be the same. 3) Bucket & Barge. A crane, located on a crane barge, would excavate the material in the
channel. It would then be transported back to the ferry basin by a hopper dredge before being unloaded and pumped to the spoil site.
<2 miles from the Southdock spoil site (approximately 75% of Sloop Channel): The project will be completed by the state-owned dredge
Manteo and material will be discharged into the Southdock spoil site where berms and a spill gate are in place.

If feasible, the NC DOT will use the Dredge Manteo which is a state-owned 12" pipeline dredge that can transport excavated material
approximately 2 miles to the Southdoek spoil site. Using the pipeline dredge is the most cost-effective and simplest method logistically
because it is state-owned and does not leave the North Carolina coast. If the location exceeds the reach of the pipeline dredge, a US ACE
sidecast dredge, a privately contracted pipeline dredge or bucket and barge would be considered. The decision on methodology would be
based on dredge plant availability and circumstances of the individual event. No matter which dredging method is used, the dredge and
dredging equipment will be located within the permitted channel at all times.
