On September 30, 2003, I personally met on site with the facility ORC's to inspect the sites to see that proper closeout and abandonment of each wastewater treatment plant had been accomplished. The wastewater from the schools is now being collected and pumped to the Town of Robbins for treatment; therefore, the NPDES Permits are no longer needed. The NPDES permit was available upon request. 2. A compliance evaluation report for the period January through December 2001, revealed two (2) monthly NPDES ,violations for BOD. The biomass in the WWTP was killed by the use of disinfectants the cleaning materials used by janitors. 3. Laboratory data was reviewed for the months of January 2001 through December 2001. There were no discrepancies found in the records. All records are kept neat and in order. 4. The aeration basins appeared to have adequate aeration. Enzymes are added to the wastewater plant, especially when the school is closed, as a food source for the bacteria to adequately treat the wastewater. If power is lost, a portable gasoline powered air compressor is on hand to use for aeration in the basins. 5. The clarifier was turbid but the activated sludge color was returning to the basin. The sludge blanket was 'A foot in depth with a clarifier depth of 9 feet. 6. The chlorine contact tank appeared to be free of floating debris in the effluent. The "ORC" communicated during the inspection that the chlorine contact tank is pumped and cleaned on a regular basis. 7 The chlorine tablets used for disinfection were manufactured for wastewater application. 8. The effluent appeared to be free of solids. 9. The effluent dutfall was accessible. 10. All sludge is pumped and transported by "Hoke Septage" to the "Moore County Water Pollution Facility" for disposal. 11. The following NPDES permit required parameters are analyzed by this facility: pH, Chlorine Residual and Dissolved Oxygen. All other parameters are analyzed by the commercial laboratory "Carolina Environmental Lab". 12. Flow measurement is recorded by the potable water consumption meter. These systems include: septic tanks, sand filter, oil/water separators, lagoons, storage basins, screening, sedimentation. Systems other than those listed above shall be subject to additional classification. Classification of Land Application of Residuals Systems: Systems permitted and dedicated for land application of residuals that are produced by a water pollution control system or contaminated soils. Classification of Physical/Chemical Water Pollution Control Treatment Systems: Grade I Physical/Chemical: Any water pollution control system that utilizes a primarily physical process to treat wastewater. This classification includes groundwater remediation systems. ** Grade II Physical/Chemical: Any water pollution control system that utilizes a primarily chemical process to treat wastewater. Definitions Activated Sludge - shall mean a biological wastewater treatment process in which predominantly biodegradable polluntants in wastewater are absorbed, or adsorbed by living aerobic organisms and bacteria. Chemical Process - shall mean a wastewater pollution control system process consisting exclusively of the addition of chemicals to treat wastewater. Collection System - shall mean a continuous connections of pipelines, conduits, pumping stations, and other related constructions used to conduct wastewater to the water pollution control system. Electrodialysis System - shall mean a system utlizing a selective separation of dissolved solids process that is based on electrical charge and diffusion through a semipermeable membrane. Physical Process - shall mean any water pollution control system process consisting of electrodialysis, adsorption, absorption, air stripping, gravimetric sedimentation, floation, and filtration as a means of treatment. Reverse Osmosis System - shall mean a system which utilizes solutions and semipermable membranes to separate and treat wastewater. Ultrafiltration System - shall mean a system which utilizes a membrane filter to remove pollutants from wastewater. Water Pollution Control System - shall mean any system for the collection, treatment, or disposal of wastewater and is classified under the provision of G.S. 90A-37. Both violations were for T.S.S. A sludge judge has been purchased and monitoring of the sludge blanket has been initiated. 3. Laboratory data was reviewed for the period April 1999 through March 2000. There was no discrepancy in the records. All records are kept neat and in order. 4. Enzymes are added to the wastewater plant, especially when the school is closed, as a food source for the bacteria to adequately treat the wastewater. A compliance evaluation report for the period April, 1998 through March, 1999 did not reveal any monthly NPDES violations for this period. 3. Laboratory Data was reviewed for the period May 1998 through April 1999. There was one (1) weekly NPDES permit violation for Total Suspended Solids. Less than (<) signs had not been reported for fecal c,oliform and ammonia results when records were reviewed. Remember all less than (<) or greater than (>) signs must be reported on the DMRs as they are reported from the laboratory. 4. The aeration basins, appeared to have adequate aeration. Enzymes are added to the wastewater plant especially when the ,school is closed as a food source for the bacteria to adequately treat the wastewater. If power is lost a portable air compressor is onhand to use for aeration in the basins. 5. The clarifier appeared to have a few solids floating on the surface but not excessive. 6 The chlorine contact tank appeared to have floating debris(leaves, trash, and solids) on the surface of the effluent. A (suggestion was made to keep the chlorine contact tank clean by pumping it out when needed. The1 cleanliness of the chlorine contact tank is extremely important in yielding a good quality effluent. The "ORC" communicated during the inspection that the chlorine contact tank had been cleaned February 17, 1999. 7. The chlorine tablets used for disinfection were manufactured for wastewater application.. 8. The effluent appe f red to be free of solids. 9. The effluent outfall was accessible. 10. All sludge is pumped and transported by "Hoke Septage" to the "Moore County Water Pollution Facility" for disposal. I 11. The following NPDES permit required parameters are analyzed by this facility: pH, Chlorine Residual and Dissolved Oxygen. All other parameters are analyzed by the commercial laboratory "Carolina Environmental Lab". 12. Flow measurement is recorded by the potable water consumption meter. There were several exceedences during 1996 in BOD and ammonia. The BOD problem was resolved by the addition of an enzyme (SDE 340 plant pro -digester) to facilitate the return to normal operating status. This addition of enzymes was done on a daily basis at the beginning of the exceedence period and was tapered off to a bi-weekly application once compliance standards were met. The ammonia exceedence cleared up after two (2) months. A review of the weekly monitoring data showed compliance in all areas of concern through March of 1997. Recommend that Operators advise school to properly discard waste, i.e., cleaning solvents, biology lab concoctions, etc., to preclude interruptions in plant operations.
