BRAKCH (910) 947-6315 (910) 947-6315 (910) 2.81-3146 (910) 281-3146 The Moore County Water Pollution Control Plant is located at 1060 Addor Road in Pinebluff, North Carolina and operates under Permit # NC0037508. The facility is designed to treat 6.8 million gallons a day (MGD) and consist of a raw sewage pump station, a mechanical bar screen, grit removal system, three sedimentation tanks, two aeration tanks, two digesters, and a chlorination/dechlorination system. The treatment plant uses a biological treatment process to remove pollutants in the wastewater that can potentially be harmful to the environment and to the receiving stream. The facility uses anaerobic digestion to treat the sludge removed from the wastewater and sand drying beds are used to dry the material that is taken to a lined landfill. These processes are maintained by operators certified by the state of North Carolina and are inspected yearly by the NCDENR. Reports are submitted monthly to the state that contain all the results of testing done on the incoming raw wastewater and treated water discharged from the plant. This facility has been in compliance with all permit limits set by the state and has passed with a satisfactory rating on this year's inspection. The treated water that is discharged from the facility goes into Aberdeen Creek in the Lumber River Basin. The wastewater enters the facility from a collection system that is made up of approximately 15 miles of gravity sewer lines that is capable of handling 32 MGD. This interceptor system is tied into the collection systems of the Town's of Aberdeen, Carthage, Pinebluff, Pinehurst, and Southern Pines. The facility also gets flow from Camp MacKall through a line that feeds directly into the facilities pump station. As part of this collection system there are 13 monitoring stations that record flow information and three pumping stations that help lift the wastewater to the gravity lines. Moore County is the owner of the wastewater plant and collection system. It is also responsible for the Pinehurst Collection system that is made up of over 20 miles of force mains and 150 miles of gravity lines. American Water Services, Inc. is the contract operator at the wastewater plant and works with the Public Utilities department to maintain the interceptor lines and stations in the system. II. October 1999 No overflows or permit violations. November 1999 11/22/99 There was an overflow at Lift Station #4-1 located at 486 Sandhills Circle in Pinehurst, NC. This overflow was caused by a damaged pipe that was replaced and supports added to prevent further problems. The spill was approximately 8,000 gallons and reached Joe's Fork Creek but caused no environmental problems and the state was notified and public notice was given. December 1999 No overflows or permit violations. January 2000 1/25/00 There was an overflow at the Southern Pines #4 pump station located at the corner of Midland Road and US 1 that was caused by a power failure and 22 inches of snow. The spill was approximately 10,000 gallons and reached McDeeds Creek but there were no environmental problems and the state was notified and public notice was given. February 2000 No overflows or permit violations. March 2000 No overflows or permit violations. April 2000 No overflows or permit violations. May 2000 No overflows or permit violations. June 2000 No overflows or permit violations. ][II. Notification The availability of this report will be advertised in the local papers circulated in the Moore County area and a public notice will be placed at the Moore County Courthouse. This notice will inform all users and/or customers of the Moore County Water Pollution Control Plant that a report on the performance of this facility is available for their review. Anyone that wishes to have a copy can get them at the Moore County Public Works building located at 5227 US 15-501 in Carthage, North Carolina or can receive one by mail if requested. IV. Certification I certify under penalty of law this report is complete and accurate to the best of knowledge. I further certify this report will be made available to all users and/or customers of the Moore County Water Pollution Control Plant upon their request and advertised as noted above.
