Frye, Wastewater Plant ORC Treatment Plant & Collection System Description: (910) 947-6315 (910) 947-6315 (910) 281-3146 The Moore County Water Pollution Control Plant is located at 1094 Addor Road in Aberdeen, North Carolina and operates under Permit # NC0037508. The facility is designed to treat 6.7 million gallons a day (MGD) and consist of a raw sewage pump station, a mechanical bar screen, grit removal system, two primary clarifiers, two intermediate clarifiers, two final clarifiers, two aeration tanks, two digesters, and a chlorination/dechlorination system. The treatment plant uses a biological treatment process to remove pollutants in the wastewater that can potentially be harmful to the environment and to the receiving stream. The facility uses anaerobic digestion to treat the sludge removed from the wastewater and sand drying beds are used to dry the material that is taken to a lined landfill. These processes are maintained by operators certified by the state of North Carolina and are inspected yearly by the NCDENR. Reports are submitted monthly to the state that contain all the results of testing done on the incoming raw wastewater and treated water discharged from the plant. This facility has been in compliance with all permit limits set by the state and has passed with a satisfactory rating on this year's inspection. The treated water that is discharged from the facility goes into Aberdeen Creek in the Lumber River Basin. The wastewater enters the facility from a collection system that is made up of approximately 15 miles of gravity sewer lines that is capable of handling 32 MGD. This interceptor system is tied into the collection systems of the Town's of Aberdeen, Carthage, Pinebluff, Pinehurst, and Southem Pines. The facility also gets flow from Camp MacKall through a line that feeds directly into the facilities pump station. As part of this collection system there are 13 monitoring stations that record flow information and three pumping stations that help lift the wastewater to the gravity lines. Moore County is the owner of the wastewater plant and collection system. It is also responsible for the Pinehurst Collection system that is made up of over 20 miles of force mains and 150 miles of gravity lines. American Water Services, Inc. was the contracted operator at the wastewater plant for the fiscal year and worked with the Public Utilities department to maintain the interceptor lines and stations in the system. H. Performance July 2001 No overflows or permit violations. August 2001 No overflows or permit violations. September 2001 No overflows or permit violations. October 2001 Due to the rule of reporting (where the report date is the date the most hours of sampling occurred) the data collected on October 1, 2001 will actually be reported on the September 30, 2001 line of the September DMR November 2001 No overflows or permit violations. December 2001 No overflows or permit violations. January 2002 No overflows or permit violations. February 2002 No overflows or permit violations March 4, 2002 Manhole overflow at 9th fairway on #7 golf course in Pinehurst due to grease build up in sewer line. Estimated volume of spill was 501- 1000gals. Spill did reach irrigation pond. Blockage was cleared and Don Register of NCDENR - DWQ was notified on March 4, 2002 at 2:OOpm. April 9, 2002 Aberdeen #7 Lift station did bypass from the manhole just prior to the wetwell and flowed to a local unnamed excavation pit adjacent to the pump station. The excavation pit was constructed several years ago to serve as a water source for irrigation. There is no influent or effluent stream to the pit. Since the land is no longer farmed and hasn't been farmed for years the pit isn't currently being used. Ken Averitte (NCDWQ) was informed the day of the bypass. 1. Estimated volume of spill — The station has an average flow of 20,568 gallons per day. The wet well has a 6,580 gallon capacity and the pumps are designed to turn on and off at approximately 20% capacity maintaining approximately 1,316 gallons at all times. We do not know the capacity of the wet well when the station lost power. With this in mind we have estimated the spill to be a maximum of 3,428 gallons assuming the wet well was full when the station lost power. 2. How long to make initial assessment and repair — Our operator arrived at the station at 11:45 AM. He assessed the problem, started the generator, and had the station operating within minutes. He then called the office via a cell phone. May 2002 June 2002 III. Notification Once we received the call we immediately dispatched our maintenance crew to thoroughly check the station and contacted CP&L who was already working on the problem. No overflows or permit violations No overflows or permit violations.
