Frye, Wastewater Plant ORC Treatment Plant & Collection System Description: iSEP 1 5 2003 (910) 947-6315 (910) 947-6315 (910) 281-3146 The Moore County Water Pollution Control Plant is located at 1094 Addor Road in Aberdeen, North Carolina and operates under Permit # NC0037508. The facility is designed to treat 6.7 million gallons a day (MGD) and consist of a raw sewage pump station, a mechanical bar screen, grit removal system, two primary clarifiers, two intermediate clarifiers, two final clarifiers, two aeration tanks, two digesters, and a chlorination/dechlorination system. The treatment plant uses a biological treatment process to remove pollutants in the wastewater that can potentially be harmful to the environment and to the receiving stream. The facility uses anaerobic digestion to treat the sludge removed from the wastewater and sand drying beds are used to dry the material that is taken to a lined landfill. These processes are maintained by operators certified by the state of North Carolina and are inspected yearly by the NCDENR. Reports are submitted monthly to the state that contain all the results of testing done on the incoming raw wastewater and treated water discharged from the plant. This facility has been in compliance with all permit limits set by the state and has passed with a satisfactory rating on this year's inspection. The treated water that is discharged from the facility goes into Aberdeen Creek in the Lumber River Basin. The wastewater enters the facility from a collection system that is made up of approximately 15 miles of gravity sewer lines that is capable of handling 32 MGD. This interceptor system is tied into the collection systems of the Town's of Aberdeen, Carthage, Pinebluff, Pinehurst, and Southern Pines. The facility also gets flow from Camp MacKall through a line that feeds directly into the facilities pump station. As part of this collection system there are 13 monitoring stations that record flow information and three pumping stations that help lift the wastewater to the gravity lines. Moore County is the owner of the wastewater plant and collection system. It is also responsible for the Pinehurst Collection system that is made up of over 20 miles of force mains and 150 miles of gravity lines. II. Performance July 2002 No overflows or permit violations. August 2002 No overflows or permit violations. September 2002 No overflows or permit violations. October 2002 No overflows or permit violations. November 2002 No overflows or permit violations. December 3,2002 A eight -inch force main ruptured on the Pump station located On Sandhills Circle in Pinehurst. The actual cause of break Could not be determined. The incident occurred at 3:OOpm. Approximately. 6,000 gallons of untreated wastewater spilled Into a heavily wooded area off Sandhills Circle in Pinehurst. The DWQ was notified of the event on December 3, 2002. December 5 & 6, 2002 Due to a devastating ice storm we experienced power outages At 14 stations. We had a wastewater spill on the 5th of approx. 1,000 gallons of untreated wastewater spilling into a Drainage ditch off 297 Sandhills Circle. Also on the 5th and 6th We had a spill located at 39 Lakeview Drive Pinehurst, NC of Approximately 2,000 gallons of untreated wastewater which Spilled into a heavily wooded area off Lakeview Drive. DWQ was notified of the event on Dec. 5, 2002. January' 2003 No overflows or permit violations. February 25, 2003 March 6, 2003 Around 8 a.m. on the 25th we had a discharge of an estimated 383,000 gallons of untreated wastewater located on Camp Mackall property. The untreated water entered the swamp Waters surrounding Drowning Creek in the Lumber River Basin. A pressure gauge has been installed to alert us When the line is malfunctioning and will be inspected routinely However we can only inspect the lines when training exercises Are not being conducted. We will also closely monitor the Flow rate from the station. DWQ was notified on Feb. 25t. Rainwater overflowing in ditches from torrential rainstorm ran into manholes located near Lift station 14-1. A small sewer spill approximately 600 gallons ran into a swampy area that Feeds into Nicks Creek. The following steps have been taken In the event of this situation happening again: 1. The manholes In the roads of the effected area have been sealed. 2. Manhole Shields have been ordered and will be installed upon arrival. 3. New impellers have been installed in the pump station. 4. Three manholes in the low-lying area have been raised 12 in. March 19, 2003 March 27, 2003 March 30, 2003 On the 19th at 11:00 am sewage was coming out of a manhole on Lot 291 Canter Lane, Pinehurst, NC. Damaged to sewer line Previously by a construction company caused spill. Between 500-1000 gallons flowed down hill into the stream. Repairs to the sewer line was made. DWQ was notified. On the 27th of March 10:00 am we had a wastewater spill of an Estimated 1,500 gallons of untreated wastewater. The spill Location came from a manhole located between Donald Ross Drive and Stoneykirk Drive in Pinehurst, NC. The spill was due To roots in the sewer line. The spill went into a tributary of Pinewild Lake. The roots were removed from the sewer line And the manhole ring was resealed .DWQ was notified on March 27`h. Due to a power outage around 8:45 am on the 30th we had a spill Of approximately 1,200 gallons of untreated wastewater in a Surface water branch off 490 Sandhills Circle, Pinehurst, NC. We immediately installed a portable generator until CP&L Responded and replaced a fuse to restore power to the station. In order to prevent a reoccurrence we have stored a generator At this station to provide a quicker response time. DWQ was notified on March 31, 2003. April 2003 No overflows or permit violations. May 22, 2003 Around 9:30 p.m. we experienced a power failure at the Referenced sewer pump station. Location 211 Longleaf. Drive Pinehurst, NC. No spill reached the surface waters. Estimated 0.11 million gallons were spilled. DWQ was Notified on May 23, 2003. June 2003 No overflows or permit violations. III. Notification The availability of this report will be advertised in the local papers circulated in the Moore County area and a public notice will be placed at the Moore County Public Utilities Building. This notice will inform all users and/or customers of the Moore County Water Pollution Control Plant that a report on the performance of this facility is available for their review. Anyone that wishes to have a copy can get them at the Moore County Public Utilities building located at 5227 US 15-501 in Carthage, North Carolina or can receive one by mail if requested. IV. Certification I certify under penalty of law this report is complete and accurate to the best of knowledge. I further certify this report will be made available to all users and/or ' customers of the Moore County Water Pollution Control Plant upon their request and advertised as noted above.
