Also attached are copies of the two press releases that will be put in the local paper to announce that the reports are available to the public and where they can receive them. Frye, Wastewater Plant ORC (910) 281-3146 Treatment Plant & Collection System Description: The Moore County Water Pollution Control Plant is located at 1094 Addor Road in Aberdeen, North Carolina and operates under Permit No. NC0037508. The facility is designed to treat 6.7 million gallons a day (MGD) and consists of a raw sewage pump station, a mechanical bar screen, grit removal system, two primary clarifiers, two intermediate clarifiers, two final clarifiers, two aeration tanks, two digesters, and a chlorination/dechlorination system. The treatment plant uses a biological treatment process to remove pollutants in the wastewater that can potentially be harmful to the environment and to the receiving stream. The facility uses anaerobic digestion to treat the sludge removed from the wastewater and sand drying beds are used to dry the material that is taken to a lined landfill. These processes are maintained by operators certified by the state of North Carolina and are inspected yearly by the North Carolina Division of Environment and Natural Resources (NCDENR). Reports are submitted monthly to the state that contain all the results of testing done on the incoming raw wastewater and treated water discharged from the plant. This facility has been in compliance with all permit limits set by the state and has passed with a satisfactory rating on this year's inspection. The treated water that is discharged from the facility goes into Aberdeen Creek in the Lumber River Basin. The wastewater enters the facility from a collection system that is made up of approximately 15 miles of gravity sewer lines that is capable of handling 32 MGD. This interceptor system is tied into the collection systems of the following municipalities: Aberdeen, Carthage, Pinebluff, Pinehurst, and Southern Pines. The facility also receives flow from Camp MacKall through a line that feeds directly into the facility's pump station. As part of this collection system, there are 13 monitoring stations that record flow information and two pumping stations that help lift the wastewater to the gravity 1 lines. Moore County is the owner of the wastewater plant and collection system. It is also responsible for the Pinehurst Collection system that consistsof over 20 miles of force mains, 150 miles of gravity lines, and 38 pumping stations. December 2004 December 29, 2004 A wastewater spill occurred on December 29, 2004 at 4 Interlachon Lane in Pinehurst. The blockage in the sewer line occurred due to grease and roots. The discharge started at 2:45 p.m. and ended at 3:30 p.m. Approximately 218 gallons entered a tributary to Joe's Fork Creek. The line was viewed with a camera and the roots were removed. DWQ was notified on December 29, 2004 at 3:50 p.m. January 2005 No overflows or permit violations. 2 February 2005 February 4, 2005 A valve was discovered leaking at 10:00 a.m. on a two-inch force main at the lift station located at 50 Glasgow Drive in Pinehurst. The valve was immediately repaired and the incident ended at 11:00 a.m. An estimated 600 gallons was discharged into Deep Creek. The DWQ was notified on February 4, 2005 at 3:15 p.m. March 2005 March 1, 2005 A wastewater spill occurred on March 1, 2005 at 433 Longleaf Drive East in Pinehurst. The blockage in the sewer line occurred due to grease and roots. The discharge started at 11:00 a.m. and ended at 11:30 a.m. Approximately 300 gallons entered a tributary to Forked Creek. The line was viewed with a camera and the roots were removed. DWQ was notified on March 1, 2005 at 3:45 p.m. March 6, 2005 A wastewater spill occurred at Manhole 10-2-5 located on the back left corner of 115 Lake Forest Drive SW in Pinehurst on March 6, 2005. The spill was due to pressure at the initial starting of the vac truck to remove the blockage. The spill occurred at 3:45 p.m. and the incident ended at 3:50 p.m. Approximately 100 gallons entered Horse Creek at Lake Pinehurst. The blockage was due to excessive grease and bathroom tissue in the line. Approximately 700 feet of the sewer main from the manhole to Lift Station 10-2 were jetted and cleaned on March 9, 2005. The DWQ was notified on March 7, 2005 at 8:15 a.m. March 11, 2005 A wastewater spill occurred at the manhole next to Lift Station 9 located at 434 Longleaf Drive East in Pinehurst on March 11, 2005. The spill occurred at 9:00 a.m. and ended at 9:30 a.m. Approximately 400 gallons entered a tributary to Joe's Fork Creek. The blockage was caused by construction debris from the hospital. This line has been plugged and is no longer in use. DWQ was notified on March 11, 2005 at 11:00 a.m. April 2005 No overflows or permit violations. 3 Mav 2005 No overflows or permit violations. June 2005 June 30, 2005 A wastewater spill occurred approximately 400 feet from the intersection of Quail Lake Road and St. Andrews Drive in Pinehurst on June 30, 2005. The incident occurred at 9:45 a.m. and ended at 10:00 a.m. Approximately 8,500 gallons entered Horse Creek. The blockage was due to grease and roots in the sewer line. The line was viewed with a camera and the roots removed. DWQ was notified at 10:45 a.m. Notification The availability of this report will be advertised in the local papers circulated in the Moore County area, and a Public Notice will be placed at the Moore County Public Works Building. This notice will inform all users and/or customers of the Moore County Water Pollution Control Plant that a report on the performance of this facility is available for their review. Anyone that wishes may obtain a copy at the Moore County Department of Public Works located at 5227 Highway 15-501 in Carthage, North Carolina, or can receive a copy by mail upon request. 4 Certification I certify under penalty of law this report is complete and accurate to the best of knowledge. The facility is designed to treat 60,000 gallons a day and consists of a bar screen, flow splitter box, two aeration basins, two clarifiers, and a tablet chlorination system. The treatment plant uses a biological treatment process to remove pollutants in the wastewater that can potentially be harmful to the environment and to the receiving stream. The facility uses aerobic digestion to treat the sludge removed from the wastewater and the sludge is taken to the Moore County Water Pollution Control Plant for disposal. These processes are maintained by operators certified by the state of North Carolina, and are inspected yearly by the North Carolina Department of Environment and Natural Resources (NCDENR). Reports are submitted monthly to the state that contain all the results of testing done on the incoming raw wastewater and treated water discharged from the plant. The Vass Wastewater Treatment Plant (WWTP) passed with a satisfactory rating on this year's inspection. The treated water that is discharged from the facility goes into Little River in the Cape Fear River Basin. The wastewater enters the facility from a collection system that is made up of approximately 8.53 miles of gravity sewer lines. As part of this collection system, there are two pumping stations that help transport the wastewater to the gravity lines. Moore County is the owner of the wastewater plant and collection system. Performance July 2004 No overflows or permit violations. August 2004 No overflows or permit violations. 1 September 2004 No overflows or permit violations. October 2004 No overflows or permit violations. November 2004 The Vass Wastewater Treatment Plant was out of compliance for the month of November. The effluent was out of compliance on Tuesday, November 30, for TSS. The results placed the Plant out of compliance for the week and for the month. This happened on the last sampling day of the month; therefore, plant staff did not have sufficient time to resample in an effort to bring the effluent back into compliance for the month of November. December 2004 No overflows or permit violations. January 2005 No overflows or permit violations. February 2005 No overflows or permit violations. March 2005 No overflows or permit violations. April 2005 April 10, 2005 A wastewater spill occurred on April 10, 2005 at manhole VI-2 located at 135 James Street in Vass. The discharge was discovered at 9:45 a.m. and ended at 10:45 a.m. The blockage occurred due to rags and debris in the line. It is estimated the discharge lasted three hours, and approximately 4,000 gallons were discharged. It is estimated that only 50 gallons entered a tributary to Little River due to pressure resulting from the initial starting of the vac truck. The sewer line was rodded and cleared of debris. DWQ was notified April 11, 2005 at 8:20 a.m. Mav 2005 No overflows or permit violations. 2 June 2005 No overflows or permit violations.
