The Moore County Water Pollution Control Plant is located at 1094 Addor Road in
Aberdeen, North Carolina and operates undePermit No. N_00037508 ' ,The facility is
designed to treat 6.7 million gallons a day (MGD) and consists of a raw sewage pump
station, a mechanical bar screen, grit removal system, two primary clarifiers, two
intermediate clarifiers, two final clarifiers, two aeration tanks, two digesters, and a
chlorination/dechlorination system. The treatment plant uses a biological treatment
process to remove pollutants in the wastewater that can potentially be harmful to the
environment and to the receiving stream. The facility uses anaerobicdigestion to treat
the sludge removed from the wastewater. The method used to dry sludge is sand drying
beds; once this sludge is dry it is hauled to a composting facility. These processes are
maintained by operators certified by the state of North Carolina and are inspected
yearly by the North Carolina Division of Environment and Natural Resources
(NCDENR). Reports are submitted monthly to the state that contain all the results of
testing done on the incoming raw wastewater and treated water discharged from the
plant. This facility has been in compliance with all permit limits set by the state and
has passed with a satisfactory rating on this year's inspection. The treated water that is
discharged from the facility goes into Aberdeen Creek in the Lumber River Basin. The
wastewater enters the facility from a collection system that is made up of approximately
15 miles of gravity sewer lines that is capable of handling 32 MGD. This interceptor
system is tied into the collection systems of the following municipalities: Aberdeen,
Carthage, Pinebluff, Pinehurst, and Southern Pines. The facility also receives flow
from Camp MacKall through a line that feeds directly into the facility's pump station.
As part of this collection system, there are 14 monitoring stations that record flow
information and two pumping stations that help lift the wastewater to the gravity lines.
Moore County is the owner of the wastewater plant and collection system. It is also
responsible for the Pinehurst Collection system that consists of over 20 miles of force
mains, 150 miles of gravity lines, and 38 pumping stations.
Performance
July 2007
July12, 2007 Moore County Public Utilities had a wastewater spill of approximately 50
gallons of untreated wastewater at Sugar Gum & St. Andrews, Pinehurst, NC. The
untreated wastewater did not reach surface water. The discharge was due to pipe
failure. The discharge was first discovered on July 12, 2008 at 12:00 pm and continued
for approximately 2 hours while repairs were made. The Division of Water Quality
was notified of the event on July 12, 2008 at 4:35 pm.
July 30, 2007 Moore County Public Utilities had a wastewater spill of approximately
500 gallons of untreated wastewater at 60 Sugar Pine Road, Pinehurst, NC. The
untreated wastewater spilled into a tributary of Horse Creek. The discharge was due to
pipe failure. The discharge was first discovered on July 30, 2008 at 1:30 pm and
continued for approximately 1 hour while repairs were made. The Division of Water
Quality was notified of the event on July 30, 2007 at 2:00 pm.
August 2007
August 3, 2007 Moore County Public Utilities had a wastewater spill of approximately
800 gallons of untreated wastewater at 100 Gingham Lane in Pinehurst, NC. The
untreated wastewater spilled into Pinehurst Lake a tributary of Horse. Creek. The
discharge was due to Debris in the line. The discharge was first discovered on August
3, 2008 at 8:30 pm and continued for approximately 3 hours while repairs were made.
The Division of Water Quality was notified of the event on August 4, 2007 at 10:00
am.
August 17, 2007 Moore County Public Utilities had a wastewater spill of approximately
500 gallons at 115 Lake Forest Drive SW, Pinehurst, NC. The untreated wastewater
spilled into Pinehurst Lake a tributary of Horse Creek. The discharge was due to Pump
station equipment failure and debris in the line. The discharge was first discovered on
August 17, 2007 at 8:30 am and continued for approximately 1 hour while repairs were
made. The Division of Water Quality was notified of the event on August 17, 2007 at
10:45 am.
September 2007
September 6, 2007 Moore County Public Utilities had a wastewater spill of
approximately 3000 gallons at 211 Longleaf Drive West, Pinehurst, NC. The untreated
wastewater did not reach surface water. The discharge was due to a Power outage. The
discharge was first discovered on September. 6, 2007 at 4:30 pm and lasted
approximately 1 hour while repairs were made. The Division of Water Quality was
notified of the event on September 7, 2007 at 8:45 am.
October 2007
October 1, 2007 Moore County Public Utilities had a wastewater spill of approximately
2000 gallons at 10 Stoney Kirk Drive, Pinehurst, NC. The untreated wastewater did not
reach surface water. The discharge was due to a bad connection at the force main. The
discharge was first discovered October 1, 2007 and lasted approximately 2 hours while
repairs were made. The Division of Water Quality was notified of the event on October
1, 2007 at 3:45 pm.
November 2007
November 15, 2007 Moore County Public Utilities had a wastewater spill of
approximately 800 gallons at 1 Augusta Way, Pinehurst, NC. The untreated
wastewater entered a tributary to Joe Fork Creek. The discharge was due to debris in
the line. The discharge was first discovered November 15, 2007 and lasted
approximately 4 hours while repairs were made. The Division of Water Quality was
notified of the event on November 16, 2007 at 3:25 pin.
November 25, 2007 Moore County Public.Works had a wastewater spill of
approximately 1,178,907 gallons at Pump Station #4 located at Midland Road and US
#1, Southern Pines, NC. The discharge was caused by a contractor, T.A. Loving who
was operating by pass pump equipment while replacing the pump station. The
contractor was responsible for maintaining temporary pumping equipment and
inadvertently locked out the oil company who was attempting to deliver the fuel
necessary for the operation of the pump equipment. The oil company did attempt to
reach a representative of the company. The untreated wastewater spilled into McDeeds
Creek, a tributary of Little River. The discharge was first discovered on Monday,
November 26, 2007 at 7:50 am. At approximately 8:00 am the pumps were reactivated
and the spill stopped. Upstream and downstream samples were taken and monitoring
did continue. The Division of Water Quality was notified of the event on Monday,
November 26, 2007 at 10:00 am.
November 29, 2007 Moore County Public Works had a wastewater spill of
approximately 3000 gallons at #10 Stoneykirk, Pinehurst, NC. Approximately 500
gallons of untreated wastewater entered a tributary to Nick Creek. The discharge was
due to a force main break. The discharge was first discovered November 29, 2007 at
10:00 am and lasted approximately 1 hour while repairs were made. The Division of
Water Quality was notified of the event November 29, 2007 at 10:30 am.

January 9, 2008 Moore County Public Works had a wastewater spill of approximately
250 gallons at 1010 St. Andrews Drive, Pinehurst, NC. The untreated wastewater
entered a tributary to Horse Creek. The discharge was due to debris in the line. The
discharge was first discovered January 9, 2008 at 3:30 pm and lasted approximately 1
hour while repairs were made. The Division of Water Quality was notified of the event
on January 9, 2008 at 4:00 pm.

April 2008
April 16, 2008 Moore County Public Works had a wastewater spill of approximately
800 gallons at 100 Gingham Lane, Pinehurst, NC. The untreated wastewater entered
Pinehurst Lake a tributary to Horse Creek. The discharge was due to grease and roots
found in the lines. The discharge was first discovered April 16, 2008 at 5:00 pm and
lasted approximately 4 hours while repairs were made. The Division of Water Quality
was notified of the event on April 17, 2008 at 8:05 am.
May 2008

June2008
June 4, 2008 Moore County Public Works had a wastewater spill of approximately
2,000 gallons at the corner of Lake Point Villas and Diamond Head in Pinehurst, NC.
Approximately 1,500 gallons of untreated wastewater entered Pinehurst Lake a
tributary to Horse Creek. The discharge was due to a contractor cutting a force main.
The discharge was first discovered June 4, 2008 at 3:30 pm and lasted approximately 2
hours while repairs were made. The Division of Water Quality was notified of the
event June 4, 2008 at 4:20 pm.

Notification
The availability of this report will be advertised in the local papers circulated in the
Moore County area, and a Public Notice will be placed at the Moore County Public
Works Building. This notice will inform all users and/or customers of the Moore
County Water Pollution Control Plant that a report on the performance of this facility is
available for their review. Anyone that wishes may obtain a copy at the Moore County
Department of Public Works located at 5227 Highway 15-501 in Carthage, North
Carolina, or can receive a copy by mail upon request.
Certification
I certify under penalty of law this report is complete and accurate to the best of
knowledge. I further certify this report will be made available to all users and/or
customers of the Moore County Water Pollution Control Plant upon their request and
advertised as noted above.

In an -effort to keep the citizens of Moore County and the Town of Vass informed, the
Moore County Public Works Department has compiled Annual Reports on the
performance of the Moore County Wastewater Treatment Plant and Collection System as
well as the Vass Wastewater Treatment Plant and Collection System. A copy of these
reports can be picked up at the Moore County Public Works building located at 5227 US
