Press Release for Moore County / Town of Vass
In an effort to keep the citizens of Moore County and the Town of Vass informed, the
Moore County Public Works Department has compiled Annual Reports on the
performance of the Moore County Water Pollution Control Plant and Collection System
as well as the Vass Wastewater Treatment Plant and Collection System. Copies of these
reports have been posted on the county website. They can also be obtained in person at
the Moore County Public Works building located at 5227 US Hwy 15-501 in Carthage or
to receive one by mail call (910) 947-6315.

The Moore County Water Pollution Control Plant is located at 1094 Addor Road in
Aberdeen, North Carolina and operates under Permit No: NC0037508. The facility is
designed to treat 6.7 million gallons a day (MGD) and consists of a raw sewage pump
station, two mechanical bar screens, grit removal system, two primary clarifiers, two
intermediate clarifiers, two final clarifiers, two aeration tanks, two digesters, and a
chlorination/dechlorination system.. The treatment plant uses a biological treatment
process to remove pollutants in the wastewater that can potentially be harmful to the
environment and to the receiving stream. The facility uses anaerobic digestion to treat
the sludge removed from the wastewater and treatment process. The method used to dry
sludge is sand drying beds; once this sludge is dry it is hauled to a composting facility.
These processes are maintained by operators certified by the state of North Carolina
and are inspected yearly by the North Carolina Division of Environment and Natural
Resources (NCDENR). Reports are submitted monthly to the state that contain all the
results of testing done on the incoming raw wastewater and treated water discharged
from the plant. The treated water is discharged from the facility into Aberdeen Creek in
the Lumber River Basin. The wastewater enters the facility from a collection system
that is made up of approximately 15 miles of gravity sewer lines that is capable of
handling 32 MGD. This interceptor system is tied into the collection systems of the
following municipalities: Aberdeen, Carthage, Pinebluff, Pinehurst, and Southern
Pines. The facility also receives flow from Camp MacKall through a line that feeds
directly into the facility's pump station. As part of this collection, system, there are 14
monitoring stations that record flow information and two pumping stations that help lift
the wastewater to the gravity lines. Moore County is the owner of the wastewater plant
and collection system. It is also responsible for the Pinehurst Collection system that
consists of 16.4 miles of force mains, 198 miles of gravity lines, and 42 pumping
stations.

Performance
July 2009
July 19, 2009 Moore County Public Utilities had a wastewater spill of approximately
800 gallons at 75 Vernon Lane, manhole LS 4-1-20 in Pinehurst, NC. Approximately
400 gallons of untreated wastewater entered into a tributary to Joe Fork Creek. The
discharge was due to debris in the line. The discharge was first discovered on July 19,
2010 at 3:30 pm and lasted approximately 2 hours while repairs were made. The
Division of Water Quality was notified of the event on July 19, 2009 at 10:45 am.
August 2009
No overflows or permit violations to report
September 2009 -
September 14, 2009 The Moore County Water Pollution Control Plant failed the
Pass/Fail toxicity test. Reasons for the failure were investigated but no other test results
during the month identified the toxicant. The WPCP was non -compliant for the month.
The Division of Water Quality was notified.
September 18, 2009 Moore County. Public Utilities had a wastewater spill of
approximately 5,244 gallons at 8191 Hwy. 211 in Pinehurst, NC. The untreated
wastewater did not reach surface water. The discharge was due to Pipe Failure. The
discharge was first discovered on September 18, 2009 at 2:00 pm and continued to
approximately 8:00 pm while repairs were made. The Division of Water Quality was
notified of the event on September 18, 2009 at 4:00 pm.
October 2009
October 19, 2009 The Moore County Water Pollution Control Plant failed the toxicity
test with a result of <10.25%. The test was run as a result of the failure in September. A
result of >41 % was needed to pass. The reason for the failures continued to be
investigated and we communicated with the Division of Water Quality. Additional tests
were planned for the following month. The WPCP was non -compliant for the month.
November 2009
November 16, 2009 The,Moore County Water Pollution Control Plant split the toxicity
test between two commercial labs. The results were 50.2% and <10.25%. The result
for November was a pass for the toxicity test but a fail for the quarter with an average
of 31.23%. Additional tests were run during the month and plant cleaning and
sampling procedures were investigated along with other possibilities. The reasons for
the failures were investigated but never definitively identified. The Division of Water
Quality was notified.

December 2009
December 5, 2009 Moore County Public Works had a wastewater spill of approximately
5,000 gallons at LS 9-1 located at 320, Longleaf Drive E., in Pinehurst, NC. Approximately
3,000 gallons of untreated wastewater entered into a tributary of Joe Fork Creek. The
discharge was due to Pump Station Equipment Failure. The discharge was first discovered
December 5, 2009 at 11:30 pm and continued for approximately 1 hour while repairs were
made. The Division of Water Quality was notified of the event on December 6, 2009 at
9:29 am.
January 2010
January 22, 2010 Moore County Public Works had a wastewater spill of approximately
600 gallons at 335 Pine Vista Drive in Pinehurst, NC. The untreated wastewater
entered a storm drain that is tributary to Horse Creek. The discharge was due to roots
in the line. The discharge was first discovered January 22, 2010 at 12:05 am and
continued to -approximately 1:00 am while repairs were made. The Division of Water
Quality was notified of the event on January 22, 2010 at 2:20 pm.
January 24, 2010 Moore County Public Works had a wastewater spill of approximately
500 gallons at 100 Gingham Lane Manhole 10-2-18 and 10-2-182A in Pinehurst, NC.
Approximately 400 gallons of untreated wastewater entered into a tributary to Horse
Creek. This discharge was due to grease and roots in the line. The discharge was first
discovered January 24, 2010 at 3:00 PM and lasted approximately 1 hour while repairs
were made. The Division of Water Quality was notified of the event on January 25,
2010 at 11:00 am.
February 2010

March 2010
March 14, 2010 Moore County Public Works had a wastewater spill of approximately
300 gallons at 7A Clarendon Lane in Pinehurst, NC. The untreated wastewater entered
a tributary to Joe Fork Creek. The discharge was due to Pump Station Equipment
Failure and Power outage. The discharge was first discovered March 14, 2010 at 6:00
am and lasted approximately 1 hour while repairs were made. The Division of Water
Quality was notified March 14, 2010 at 3:17 pm.

June2010
On June 26, 2010 Moore County Public Works had a wastewater spill of approximately
7,000 gallons at Lift Station 3-4 located at 211 Longleaf Drive W. in Pinehurst, NC.
The untreated wastewater did not reach surface water. The discharge was due to a
power outage. The discharge was first discovered June 26, 2010 at 4:30 pm and lasted
to approximately 5:30 pm while repairs were made. The Division of Water Quality was
notified of the event on June 26, 2010 at 7:15 pm.
Notification
The availability of this report will be advertised in the local papers circulated in the
Moore County area, and a Public Notice will be placed at the Moore County Public
Works Building. This notice will inform all users and/or customers of the Moore
County Water Pollution Control Plant that a report on the performance of this facility is
available for their review. Anyone that wishes may obtain a copy at the Moore County
• Department .of Public Works located at 5227 Highway 15-501 in Carthage, North
Carolina, or can receive a copy by mail upon request.

I certify under penalty of law this report is complete and accurate to the best of
knowledge. I further certify this report will be made available to all users and/or
customers of the Moore County Water Pollution Control Plant upon their request and
advertised as noted above.
