Colleen, following up on the voicemail I left earlier. We submitted separate permit applications because we figured we
would need separate approvals (one NWP/WQC and one GC) and with the current hold on the NWPs, we did not want

both permits tied up. Additionally, the 404/401 impacts are minor and isolated to one road crossing while the federally
non -jurisdictional impacts are larger/more spread out, so I figured it may be cleaner for DWR and the USACE to have
them separated. If we need to go back and modify the PCN for the 404/401 to include the federally non -jurisdictional
impacts, we can certainly do that as well. Sorry for the confusion, let me know what is best!

I'm not understanding. If these impacts are for the same project, why weren't they included in the original application?
There should be a section of the impact table to indicate if the project is only jurisdictional for DWR.

Reaching out about the NC-55 and Hopson Rd federally non -jurisdictional wetlands/waters permit application
referenced in the email chain below. Not sure if we need to pay a separate fee for this permit app given that there is a
404/401 for the same project, but I figured we would. I reached out to Sheri about the payment link/email that we
typically receive and was directed to you. Let me know what I need to do to get this permit in review.

Sheri, thanks for helping! The project is named NC-55 and Hopson Road Site in Durham County. We submitted a 404/401
application for the project and have paid the fee ($240). After that was submitted and paid, we submitted a Federally
Non -Jurisdictional Wetlands and Streams permit application and that is what I am inquiring about. Both were submitted
using the ePCN system. I assume the fee for the Federally Non -Jurisdictional GC will be $570.

Thanks Bev. I went ahead and submitted as a new PCN request with notes in the NWP # stating "The proposed project
has applied for a Nationwide Permit #39 under a separate application. This application is for a Federally Non -
Jurisdictional Wetlands and Waters State General Permit" and noted "for the record only for the Corps".
I likely will get some questions from USACE but hopefully it will get processed correctly on DWR's end.

An alternative to filling out the ePCN is to fill out a PCN application using the following
link https://www.saw.usace.army.mil/Portals/59/dots/regulatory/regdocs/Permits/PCN1-4-2009interactive-
reader-enabled2013-06.pdf and then upload it with all your documentation at
https://edocs.deq.nc.gov/Forms/Supplemental-Information-Form using the attached documents for
guidelines on how to fill out the Supplemental Information Form to submit a PCN with no existing DWR project
ID or to submit a PCN with a current existing DWR project ID as applicable to your project application. This will
allow you to skip those question if they are not needed.
