In regard to NOV 2021-TX-0065 for Ridge View Community (permit
4NC060283) we ask for leniency in lieu of a fine to continue to try and find
a resolution to this problem.
We have not had a Toxicity problem since 2013. The Community is
noncomplex wastewater, has no industrial wastewater, and consists of 100%
domestic wastewater_
So far we have tried the following:
We have tested above the chlorine and dechlor feeders for toxicity and have
found an oxidizer that is not being added by the owner or operator. Door to
door informational interviews have been conducted by the operator and
owners staff. Three paper notifications have been mailed to the tenants. We
are working closely with ETS Inc lab to identify the oxidizer. A head wall
was installed in the receiving stream to address inflow into the system. All
the septic tanks have been pumped and cleaned out 1 time with lot 5&7
septic pumped twice. Organics and inorganics samples have been taken from
two suspect septic tanks before initial pumping. Jim at ETS had me sample
all 14 septic tanks prior to pumping looking for the oxidizer. A DPD test for
chlorine was run on the creek and ground water that was dug up in an
exploratory hole in the center of park and was found to be absent for
chlorine.
We are conducting ongoing THE analysis to determine and resolve our
toxicity problem as soon as possible. We have conducted additional (not
required) Toxicity sampling above the chlorine and dechlor tablet feeders
that also failed. We have removed Lots S and 7 from the effluent by pumping
the septic tank and still did not pass (lots S and 7 had the highest# of
organics and inorganics of the tested lots in park). We contacted and
attempted to hire Forrest Westall to help us know where to go next, he was
very helpful and allowed the operator to ask all his questions. He did not see
an engineering solution to our problem. Information was supplied by Hach
(DPD test) of other oxidizers that can act like chlorine in their test. Norweco
(chlorine and dechlor)was contacted by the operator for assurance that their
chemical were not over strength.
The Owner has made this a top priority to eliminate the toxin to protect the
environment. He has funded this search in every direction that we could
think of. Please allow us time and resources to remedy this problem in lieu
of a possible fine. Your understanding in this matter is greatly appreciated. If
