Inspection Summary:
Site visit conducted in response to submittal of NOI for coverage under NCG160000. At the time of inspection, construction
of the new asphalt plant appeared at or near completion. Per onsite rep with Highland Paving, plant operations are schedulec
to commence around mid January 2022. Temporary erosion and sedimentation control measures (diversion ditch, skimmer
basin, etc.) are still in place. Per phone conversation with consultant (Scott Brown) on 12/9/2021, diversion ditch and basin
should be eliminated upon final site stabilization and site will ultimately have sheet flow with no point source discharge of
stormwater. The stormwater outfall location indicated on the NOI is actually a culvert under a low area of the entrance road
for a natural watercourse. Recommend holding application until observations can be made of site conditions during
operations in order to determine the presence of an SDO after removal of the temporary sediment control measures.
Otherwise, proceed with issuance of permit coverage due to presence of basin with skimmer outlet and coverage could
potentially be rescinded once outlet/outfall is eliminated.
