Jim,
When we spoke on the phone you said that a dry detention basin would not suffice as a SCM. Can we convert the silt
basins to Dry Ponds as shown on the attached section of the stormwater manual. There is only 3 CFS to one outlet and 7
CFS to the other.
Thanks for your help in guiding me through this process.

We received your application for a new post -construction stormwater permit on 12/1/2021. At this time, the submission
is not administratively complete and cannot be accepted for review in its current condition. Please provide the following
submittal items within 30 calendar days (by close of business on 12/31/2021) so that we may accept the project and
begin the review process, otherwise, the project will be returned as administratively incomplete.
2x full-sized hard copies of a site plan that depicts the following features: the project boundary, the location of
any on -site wetlands (or a note indicating that no wetlands are located on -site), the location of any on -site
surface waters, and the location of any on -site buffers/vegetated setbacks from surface waters. This item is
required per Part F4 of the Application and 15A NCAC 02H .1043(3)(f). The provided site plan does not show the
entire project area, does not mention on -site wetlands, does not show the on -site surface waters listed in Part
E5 of the Application, nor does it show the required vegetated setbacks from the on -site surface water. NOTE:
Once the Application is administratively complete, a link will be provided for you to upload the electronic files
associated with this submission, you do not need to provide these requested items via CD.
NOTE: This is an administrative completeness review, not a detailed engineering review. The following items were noted
during this review, but do not need to be addressed for this submission to be administratively complete and accepted
for review (but these issues, and possibly others, will probably be brough up during the engineering review):

As designed, this project does not appear to meet all of the low -density requirements outlined in 15A NCAC
02H .1003(2):
o This project is proposing to add approximately 2.71 ac of BUA within a disturbed area of approximately
3.9 ac. This would most likely be considered as a high -density pocket in an otherwise low -density project
(The Division is allowed to make this determination on a case -by -case basis per 15A NCAC
02H .1003(1)(d)). In such a situation, the high density pocket would need to meet the design
requirements outlined in 15A NCAC 02H .1003(3).
o Piping networks, such as the one proposed for this project, are usually incompatible with 15A NCAC
02H .1003(2)(b) since a pipe network implies that the project was not designed with the intent to
maximize dispersed flow and minimize the channelization of flow (NOTE: Some amount of piping is
allowed per 15A NCAC 02H .1003(2)(c), however this is usually limited to roadway/driveway crossings
and certain unavoidable situations where erosion protection is required, such as with very steep
slopes).
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the standard permitting process generally take 30 — 45 calendar days, but can take up to
90 calendar days per statute (one of our two reviewer positions is currently vacant so this review will probably be closer
to 45 days than 30).
