Patty,
From what I am gathering from the email is that they can auger the hole using a line truck, place the pole in the hole and
install pole foam instead of putting back the dirt. The dirt would not be placed in the adjacent wetland or buffer but
would be hauled off and disposed of properly. If they could install the poles this way, we should be okay.

Patty,
We will use a standard auger on the line truck to dig the hole and once the pole is set we will use hydraulic tamps to
tamp the hole. I can have them hand dig the hole also, if using the auger is a concern, and I can have them install pole
foam in the pole hold, instead of putting dirt back if that is a better option.

Good morning:
Can you provide a description of how the pole would be installed? Such as auger, set pole, etc.? I have attached the
roadway plan sheet that indicates buffer zone and wet land area that the pole and guy are planned? The guy on
northside indicates hand dug in the wetland so that should be sufficient but the pole installation in the buffer just needs
some description and I think we will be fine.

Patty,
After reviewing the attached drawings and consulting with the USACE Representative, I believe that NCDOT should be
okay to proceed with this project provided that the contractor submits a description of how they plan to install the
utility poles.The description should specify that any clearing in the wetlands will be by hand only and there should be no
removal of vegetation in the buffer. Except for the actual placement of the poles and anchor wires, there should be no
bottom disturbing activity in either the wetlands or buffer. Hammering or augering the poles is allowable. Some types of
machinery may be okay in the buffer as long as it does not disturb the bottom and does not result in the removal of
vegetation. If machinery will be used in the buffer, please specify the type of machinery and where it will enter and exit
the buffer. Any disturbance in the buffer should be minimized. Definitely do not cross the stream with any
machinery. Also, any poles placed in the buffer should be at least 10 feet from the top of bank. Let me know if you have
any questions.

This is a bridge replacement project in Rockingham that Tim is letting. The permit shows no permitted sites or impacts
but drawing file attached has Duke with two PUEs, one in the buffer zone and one in a wetland area. Are these impacts
so small that no permit is needed? I just want to be sure because Tim has let the project and I am trying to get utilities
going.
