Thank you for providing the information attached for utility upgrades with proposed wetland and buffer impacts for the
project referenced above. In review of the attached plans, the wetland impacts (hand anchor) appear to be below
reporting thresholds (1/10ac). The locations and descriptions provided for installation for the proposed utility poles in
the riparian buffer qualify as exempt activities.
Let me know if you need anything further at this time.

Jerry:
This is a bridge replacement project in Rockingham that Tim is letting. The permit shows no permitted sites or impacts
but drawing file attached has Duke with two PUEs, one in the buffer zone and one in a wetland area. Are these impacts
so small that no permit is needed? I just want to be sure because Tim has let the project and I am trying to get utilities
going.
