This Certification is pursuant to the revised application
for Queens Creek Plaza received on January 10, 1992. Based on
our review of the project plans and specifications, we have
determined that the stormwater control system complies with the
Stormwater Regulations set forth in Title 15A NCAC 2H.1003(i).
Site revisions include piping the previously approved outlet swale
for Retention Basin No.3. The swale was not a vegetative filter.
The runoff will be treated in three detention ponds sized to
achieve 90% reduction in Total Suspended Solids.
This Certification shall be effective from the date of
issuance until rescinded. The project shall be constructed and
maintained in accordance with the final plans and specifications
approved by the Wilmington Regional Office.
A professional engineer must certify that the stormwater
system has been installed in accordance with the approved plans
and specifications. The attached certification should be
received by this Office within 30 days of completion of
construction.

WET DETENTION POND EVALUATION
1. Yes No The design storage is for the runoff from all
impervious surfaces resulting from 1-inch of
rainfall and is located above the permanent
pool.
2. Yes No The permanent pool is designed for 90% TSS
removal. Therefore, no vegetative filter is
required.
3. Yes No The runoff completely draws down to the
permanent pool in 5 days, but not less than 2
days.
4. Yes No The mean depth of the permanent pool is a
minimum of 3 feet.
5. Yes No The inlet structure is designed to minimize
turbulence and short circuiting.

Brief Explanation: The surface area of these three (3)
detention ponds have been designed to remove 90% TSS without the
aide of a vegetative filter.
The site location relative to the SA waters of Cartwheel
Branch has been evaluated in accordance with the Forth Directive;
September 10, 1990. Chloride concentrations were found to be 21
and 25 PPM 2640 ft. downstream of the detention pond outlets. As
these concentrations were found to be considerably less than 500
PPM, the detention pond was determined to be a viable stormwater
control which is not expected to degrade the receiving water
body.

REVISIONS TO STORMWATER RETENTION BASIN #3
Dear Ms. Finn:

As per our recent telephone1conversation the owner of the Queens Creek
Shopping Center wishes to sell a portion of its property to an adjoining
landowner in order that the adjoining owner might use the area as a
parking area for his business » The additional area is the area that is
presently used as a diversion swale for offsite water around retention
basin #3 on the above referenced project site. The additional area is
also used as an outlet swale for the principal and emergency spillway for
retention basin #3.
As can be seen on the attached revised plan, we propose to place 18" RCP
pipe and junction boxes in the swale within the limits of the additional
area and we also show the principal spillway pipe connected to one of the
junction boxes to allow the spillway to function as previously designed.
The emergency spillway has been relocated to the North portion of the
retention basin 4:13 slope and is located above the inlet to the proposed
18" RCP pipe. The emergency spillway has been redesigned so that the
slope remains 5% and the length of the spillway remains 30 LF.
Due to the fact that neither the storage capacity or the SA/DA ratio has
been changed from the originally approved quantities we feel that these
changes will not adversly effect the functioning of retention basin #3 as
perviously approved.

On January 30, 1991, the Division of Environmental
Management issued you a Certification of Compliance with
Stormwater Regulations for the Queens Creek Plaza. Stormwater
Regulation 15A NCAC 2H. 1003 (k) (3) stipulates the following:
Upon completion of construction, a registered
professional appropriate for the type of Stormwater system
designed must certify that the system was inspected during
construction and was constructed in substantial conformity
with plans and specifications reviewed by the division and
complies with the requirements of this Rule.
As of this date, our records indicate the required
engineer's certification has not been received. Operation of the
stormwater system prior to submission of the required
certification is in violation 'of NCAC 2H.1003(1) in accordance
with NCGS 143-215.3 and is subject to enforcement action pursuant
to NCGS 143-215.6. If construction of the subject project has
not been completed, please provide written notification to this
office which includes the present phase of construction and the
expected date of construction completion. Written notification
is required to be provided by May 26, 1991. If the facility has
been constructed and placed in operation, please submit the
required certification (attached) immediately. Construction is
considered "complete" at the time the project is occupied by an
owner or tenant for its intended use.
