The Division has received your request for a Major Modification to the subject permit. The request
has been granted. Enclosed with this letter is the Draft Major Modification that includes necessary changes.
Please review this document to ensure thorough understanding of the conditions and requirements it
contains.
The Draft Major Modification contains the following significant changes from your current permit:
1) Four new emergency spillways have been added to the Inactive Ash Basins 1, 2, and 3. A new map
was added to the permit to depict emergency spillways.
2) Outfall 003 was removed from the permit.
3) The combined flow limit for Outfall 005a and Outfall 005b have been increased from 2 MGD to 8

with other Duke permits.
4) The Water Quality Based Effluent Limits for Total Selenium were added to the permit (Outfall 005a
and Outfall 005b) based on the results of the RPA.
5) Monthly Monitoring for Total Antimony and Total Thallium was added to the permit (Outfall 005a
