Debbie,
You are correct. Any change in the stormwater plan would require DWQ'a
review and approval. Cynthia did not have a chance on Friday to look at
your submission (We did not receive it until yesterday although it may
have gotten to the office on Friday). I am planning to look at it today.
If you get the signed/notorized O&M agreement to us along with the
modified stormwater plan (to include the revised constructed wetland)
NLT October 9th, we should have no problem reviewing it under the same
project and fee and issuing it by the 13th barring any unforeseen
problems. Feel free to call me if you have any more concerns.

basically, the remaining issues for this project involved the
stormwater management plan. After the meeting she had let us know that
she was going to be out this week so I am going to ask you this
question. Evidentially, Johnston County is requesting the constructed
wetland to be larger in size (by 2000 ft~), this would not involve any
additional wetland/stream impacts. I am not sure if she was OK with
the new information submitted on Friday and even if she was our
Operations & Maintenance Agreement was submitted unsigned/notarized.
My question to you is this, since we do not already have the approved
401/stormwater management plan, if we send the revised stormwater
management information to your office would this get reviewed under
the same project & fee? My thoughts are that it would however my only
concern is that our review schedule ends 10/13/06 and that would only
give Cynthia a week when she gets back to review and make final decision.

I also have to ask this; this change in the stormwater management plan >would
