In accordance with your permit major modification request received September 24, 2021, we are
forwarding herewith a modified Attachment A certified December 14, 2021, to the City of Sanford for the
subject residuals management program.
Modifications to the subject Attachment are as follows: The approved maximum annual dry
tonnage for the City of Sanford's Big Buffalo WWTP (Permit No. NC0024147) has been increased from
1,000 to 1,500 dry tons per year (DT/yr).
The modified Attachment A shall be effective from the date of certification until August 31, 2024
(i.e., expiration date of the current permit), shall void Attachment A of Permit No. WQ0000543 issued
January 14, 2019, and shall be subject to the conditions and limitations as specified therein, as well as those
specified in the above -referenced permit. Please replace Attachment A of Permit No. WQ0000543 that
was issued January 14, 2019 with the modified Attachment A. Please note that the Permittee shall submit
a renewal application no later than March 4, 2024.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
