The information you have provided is very helpful, and I cannot thank you enough. I was just informed that the engineer we were working with, is no longer assigned to our case. I am waiting for communication from the newly assigned engineer. Once I hear from him or her, I would be very grateful if we could have the conference call you have offered. Would it be ok if we schedule the call after we have touched base with the new engineer, or would you prefer to schedule a call now? These stream conditions are zero flow and do not provide adequate dilution for discharging wastewater from a sand filter. Adding undertreated wastewater to a zero-flow stream would cause microorganisms that feed on the waste to consume the oxygen in the water. This is measured by Biochemical Oxygen Demand (BOD). Once the oxygen is gone fish will die off. Based on this reasoning, the limits for the new permit need to be the most protective of the environment. 12/14/21, 1:21 PM Mail - Denard, Derek - Outlook https://outlook.office365.com/mail/id/AAQkADdhYTVmZDBlLTE5ZDctNGI5MC04ZjliLWU4MjVhZTBhMmJkMgAQALcbIlMQzIZNg7HWkFcQx9c%3D 3/7 As far as a new permit is concerned, previous data shows that operation of the current sand filter system would result in violations of the limits for Biochemical Oxygen Demand (BOD) and Ammonia. These violations could result in many civil penalties. The division cannot reasonably approve a treatment system that sets everyone up for failure. Your engineer can help you with a facility design that can meet these limits. If it would help to have a conference call to discuss, I could set something up for us. It would be a good idea to have your engineer in on the call. Sincerely, Derek Denard Environmental Specialist N.C. Division of Water Resources N.C. I apologize for the delay in my response, as I have been dealing with some family health issues. In addition to that, I have been waiting for explanation/summary from the engineer that is handling our request. For the record, electronic/email versions of any documentation is absolutely acceptable to me. At this time, quite honestly, I really don’t have an understanding of your report. I was hoping the recommendation from the engineer would clarify the requirements for me, but we have not received anything from him yet. 12/14/21, 1:21 PM Mail - Denard, Derek - Outlook https://outlook.office365.com/mail/id/AAQkADdhYTVmZDBlLTE5ZDctNGI5MC04ZjliLWU4MjVhZTBhMmJkMgAQALcbIlMQzIZNg7HWkFcQx9c%3D 4/7 APL external email warning: Verify sender derek.denard@ncdenr.gov before clicking links or attachments I apologize for my ignorance. My husband and I have been anxiously awaiting the letter you said would be coming out to us, regarding our property at 170 Joses Drive in Stoneville, NC, but we have not yet received it. I am sure that you can understand our confusion and frustration after 6 months of patiently waiting for this process to be complete, so that we can move forward with the sale of the property. We would greatly appreciate any guidance or insight you have for us. At the very least, can you please let us know when the letter was mailed, if there was a tracking number, or if you can relay the message of the letter to us in some other form. We would be happy to talk with you over the phone, or via email, if there are questions or concerns that we can address. Sorry I am just geng back with you. Here is an update: Met with my supervisor Wednesday this week to review the dra. He agreed that the dra was a good start. The Engineering Alternaves Analysis (EAA) review will take place aer June 15th when our engineer returns from vacaon. Since this is considered a new permit, we must meet the regulaon 15A NCAC 2H.0105(c)(2). In the meanme, I will be sending the dra to the Winston regional office and to my peer reviewer so the dra will be ready for the next public noce date. Hopefully, I can have everyone’s approval by the next public noce date on June 22nd. That would give us a scheduled issuance aer August 6th with a permit effecve date of September 1st. Worse case we end up geng it out to public noce on July 6th or 13th. July noce dates have not been scheduled yet. A July public noce would push us later into August or early September with an effecve date of October 1st. If you have any quesons, please let me know.
