Post Office Box 1126 Hendersonville, North Carolina 28739 Subject: Permit Renewal Permit No. 4041 Carolina Apple Processors Spray Irrigation -Lend Application Wastewater Treatment System Henderson County, North Carolina On April 3, 1981, this Division received your March 30, 1981 letter re- questing renewal of subject Permit No. 4041. Your request has been reviewed and it has been determined that Permit No. 4041 can be renewed. Permit No. 4041 vas issued on August 20, 1976 and .amended on November 2, 1979, for the construction and operation of a 20,000 gpd non -discharging industrial wastewater treatinent facility consisting of a 0.5 MG aerated lagoon with two 15 hp floating mechanical aerators, a clarifier, sludge holding tank, from which sludge is Applied to approved nearby farmland, and irrigation facilities to apply wastewater to approximately 7.05 acres of land. Subject ,facility is operated on a seasonal basis and has bean in compliance with pro- visions of Permit No. 4041. As a result of your letter requesting renewal of Permit and the past satisfactory operating condition of the facility, Permit No. 4041 is hereby renewed by modifying the July 1, 1981 expiration date to read "until Ju1y.l,^ i986". Laughter: Roqutt for amendment of Permit No. 4041 from Carolina Apple Processors Corporation, Inc. and aubaoquont rovisad plans were received August 17 and October 25, 1979, respectively, for the subject project. The plans have been reviewed and found to be satisfactory. Permit No. 4041, dated August 20, 1976, is hereby amended to revise the wastewater lagoons from two (2) small holding ponds to one (1) large aerated lagoon (0.5 Gal) with two (2) 15 hp floating mechanical aerators; for the addition of a clarifier and sludge holding tank, from whipth sludge will be applied to approved nearby farmland; and to revise the area of spray application from 3.76 acres to 7.05 acres with an additional (9 .gpna) irrigation pump, piping and appurtenances. The addition of the above described equipment to the treatment process changes the treatment plant classification from I to II, therefore Permit No. 4041 is also amended to revise the treatment plant operator classification from requirement I to II. This permit amendment does not alter any other conditions, limitations, or the expiration date specified in Permit No. 4041. One set of approved revised plans are being forwarded to you. Wastewater Treatment Facilities Henderson County August 20, 1976 In accordance with your application received July 21, 1976, we are forwarding ' herewith Permit No. 4041, dated August 20, 1976, to Carolina Apple Processors, Inc., 411 Henderson County, for the construction and operation of a 20,000 GPD nondischarge industrial wastewater treatment facilities consisting of two (2) lagoons in series, and irrigation facilities to apply the wastewater to approximately 3.76 acres of laid. This is a Class I Wastewater Treatment Plant which requires that the operator in responsible charge hold a valid Grade I Certificate. This permit shall be effective from the date of its issuance until July I, 1981, and shall be subject to the conditions and limitations as specified therein. Also, enclosed is a copy of WPC Form #50 "Cost of Wastewater Treatment Works." This form is to be completed and returned to this office within thirty (30) days after the project i.e completed. Wastewater Treatment Facilities Henderson County FOR THE construction and operation of a 20,000 GPD nondischarge industrial wastewater treatment facilities consisting of two (2) lagoons in series, and irrigation facilities to apply the wastewater to approximately 3.76 acres of land, pursuant to the application received July 21 1c6 , and in conformity with the project plans, specifications, and other supporting data, subsequently filed and approved by the Department of Natural and Economic Resources and considered a part of this Permit. R This Permit shall be effective from the date of issuance until July I 11" , and shall be subject to the following specified conditions and limitations: 1. This permit shall become void unless the facilities are constructed in accordance with the approved plans, specifications and other supporting data and the additions are completed and placed in operation on or before December 31, 1.976, or as this date may be amended. 2. This permit is effective only with respect to the nature and volume of wastes des- cribed in the application and other supporting data. 3. The facilities shall be effectively maintained and operated at all times so that there is no discharge to the surface waters, nor any contamination of the ground waters which will render them unsatisfactory for normal use. In event, the facilities fail to perform satisfactorily, including nuisance conditions, or failure of the irrigation area to adequately absorb the wastewater, the Company shall take such immediate corrective action as may be required by this office. 4. In the event the irrigation ayatem ceases to function due to mechanical or other problems or in the event rainy weather prevents the operation of the spray irrigation system, the Company shall discontinue plant operations until the system can be restored orproper operation. (Page 2 of 2) 0 Carolina Apple Processors, Inc. Wastewater Treatment Facilities Henderson County 5. There shall be no spray irrigation when the ground is frozen or the wind exceeds 15 mph. 6. A maximum spray application rate of 1/4-ineh/acre/day with a total accumulation of 1-inch, per weak shall not be exceeded. 7. Dikes shall be constructed so as to prevent surface water runoff from washing nutrients from the spray field into the surface waters. 8. Satisfactory facilities shall be provided to contain the accidental discharge or spillage of hazardous or toxic substances stored on project site. 9. Solids, sludges., or other pollutants removed or resulting from the wastewater treatment process shall be contained and disposed of in such a manner as to prevent any contamination of the surface or ground waters of the State. 10. Nothing in this permit shall be deemed to preclude the institution of any legal action nor relieve the permittee from any responsibilities, liabilities, or penalties to which the permittee is or may be subject to under the provisions of North Carolina General Statutes 143-215, or under any Federal. State or local law or regulation. 11. The Company, at least six (6) months prior to the expiration of this permit, shall request its extension. Upon receipt of the request, the Commission will review the Wadequacy of the facilities described therein, and if indicated, will extend the permit for such period of time and under such conditions and limitations as deemed proper. 12. This is a Class.I Wastewater Treatment Plant which requires that the operator in responsible charge hold a valid Grade I Certificate. 13. Monitoring facilities shall be constructed and a groundwater monitoring program shall be established as required by the Division of Environmental Management. 14. This permit is not transferable. 15. Two (2) feet of freeboard shall be maintained at all times in the holding pond. Permit issued this the. 20TH day of AUGUST , 1976.
