REQUEST FOR MORE INFORMATION-EXPRESS REVIEW PROGRAM
Dear Mr. Smith:
On September 14, 2006, the Division of Water Quality (the "Division") received your PCN application
for the above-referenced project. The DWQ has determined that this information is incomplete. Please
provide the additional information requested below in order to continue review of your project and to
prevent denial of your application as required by 15A NCAC 2H .0506:
1. Wetland Impacts:
a. DWQ feels that impact # 3 (level spreader) could be eliminated or minimized through a
reduction in pipe length and rip rap energy dissipater pad.
2. Stormwater Management:
a. Please include a typical detail for the level spreader.
b. Please include your construction phasing with regard to the extended detention wetland and
your planting schedule.
c. Please re-examine your planting plan. DWQ has concerns with the water depths and
spacing you have indicated for some of your plant material.
d. The orifice appears to be sized incorrectly for optimum drawdown. Please recheck this
parameter.
e. Operation and Maintenance Agreement: You have submitted a "Reservoir Watershed
Protection Impoundment Maintenance Agreement". The maintenance fails to address the
level spreader and is incompatible with the operation and maintenance of a constructed
wetland. Please redraft your Agreement and resubmit.
Please respond within three (3) days of the date of this letter by sending five (5) copies of the above
information in writing.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
authorized (at this time) by the DWQ.
