Project Description and History 4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Commerce Road(SR 1705)Extension from Fairway Road to SR 1406(Piney Green Road)project study area(PSA)encompasses approximately 21.4 acres and consists primarily of the developed/maintained roadway,including commercial and residential properties located in the northeast and southwest ends of the PSA,mesic mixed hardwood forest areas in the central portion of the PSA,and three non-riverine swamp forest(sweetgum subtype)wetlands within the mesic mixed hardwood forest areas.Three perennial streams are located within the PSA.Adjacent to the PSA are mostly residential and commercial properties with some areas of undeveloped mesic mixed hardwood forest,and a golf course is located to the south. 4b.Have Corps permits or DWR certifications been obtained for this project(including all prior phases)in the past? Yes No Unknown 4f.List the total estimated acreage of all existing wetlands on the property: 0.70 4g.List the total estimated linear feet of all existing streams on the property: 1,117 4h.Explain the purpose of the proposed project: The purpose of the project is to improve connectivity and alleviate traffic congestion along US 17(North Marine Blvd.) 4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:* The North Carolina Department of Transportation(NCDOT),Highway Division 3,plans to extend Commerce Road(SR 1705)on new location to SR 1406(Piney Green Road)in Onslow County.The proposed project is included in NCDOT's 2018-2027 Transportation Improvement Program(TIP)as U-5878.As part of the Commerce Road Extension project,the City of Jacksonville proposes to upgrade a 500-foot section of Commerce Road from the U-5878 western terminus to its intersection with Fairway Road.The project length would be approximately 0.4 miles long,including both the NCDOT and City of Jacksonville segments.The new location typical section is comprised of a two-lane curb and gutter section with proposed 5'sidewalks on both sides,pending a municipal agreement.The City of Jacksonville section of Commerce Road will be milled and resurfaced as part of the municipal agreement.The proposed new alignment will also include two new culverts;a 1 @ 12'x 8'RCBC will be installed over Tributary A and a 2 @ 11'x 7'RCBC will be installed over Tributary C,both of these tributaries are unnamed tributaries to Northeast Creek.The purpose of the project is to improve connectivity and help alleviate traffic congestion along US 17(North Marine Boulevard).This provides alternative routes to the US 17 corridor which has existing congestion and is predicted to increase in the future. The project requires the relocation of aerial and buried power telephone,CAN,water and sanitary sewer.There are no impacts to jurisdictional resources associated with these utility relocations. The project will be constructed with standard roadway construction equipment which includes excavators,backhoes,bulldozers and dump trucks. 5.
