Yes No Permit Type: USACE Project Description: Replace Bridge 145 on SR 1151 over Big Pine Creek in Madison County. The Area of Potential Effects (A.P.E.), based on the design plans, is approximately 151 meters (497 ft.) long and 21 meters (69 ft.) wide. The project is state funded and will require federal permits, so this review is conducted pursuant to Section 106 of the National Historic Preservation Act. NOTE: This project was previously reviewed in 2013. The A.P.E./study area was larger than the current submittal, and a No Archaeological Survey Required form was submitted on 4/3/2013. The project was re-submitted in June 2021 with preliminary design plans and a smaller A.P.E. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The cultural resources screening included an examination of a topographic map, an aerial photograph, the Madison County web soil survey, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (OSA). While the bridge is oriented approximately north-south, SR 1151 turns to the east on the north side of the bridge, and to the west on the south side of the bridge. The preliminary design plans show a new bridge will be constructed along the east side of the existing bridge. The topographic map (Spring Creek) shows the landforms within the A.P.E. have a low to moderate potential for archaeological sites. The A.P.E. is located along a small creek in a narrow, deep valley. There is little or no level land near the A.P.E. The soil survey shows the soil in the A.P.E. is Ashe-Cleveland rock outcrop complex (50-95% slopes), very bouldery in the eastern 3/4 of the A.P.E. and Tate loam (15-30% slopes) in the western 1/3 of the A.P.E. The aerial photograph shows the A.P.E. is wooded. There is a house located near the western end of the A.P.E. Project Tracking No. 13-03-0032 (revised 2021) 2020 PROGRAMMATIC AGREEMENT ARCHAEOLOGY TEAM “NO ARCHAEOLOGICAL SURVEY REQUIRED” FORM 2 of 6 There are no previously recorded archaeological sites near the A.P.E., the A.P.E. has not been previously surveyed for archaeological sites, and the A.P.E. has not been previously reviewed by the State Historic Preservation Office (HPO). (This project falls within a North Carolina County in which the following federally recognized tribes have expressed an interest: The Cherokee Nation; the Eastern Band of Cherokee Indians; the United Keetoowah Band of Cherokee Indians; the Catawba Indian Nation; the Muscogee (Creek) Nation. We recommend that you ensure that this documentation is forwarded to these tribes using the process described in the current NCDOT Tribal Protocol and PA Procedures Manual.) Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The review indicates the project has little potential to impact any archaeological sites. The A.P.E. is located along a small creek in a narrow, deep valley, an area with a low to moderate potential for prehistoric archaeological sites. The soil in the A.P.E. is steep and stony and has little potential for archaeological sites. There are no previously recorded sites within or near the project.
