General Information Facility/System Name: Responsible Entity: Contact Person: Applicable Permit(s): City of Raeford Wastewater Collections System City of Raeford Johnny Melton, ORC 910-875-5031 WQCS00074 Description of Collection System: The City of Raeford's collection system is composed of over 45 miles of grav'ty sewer lines, 4.3 miles of pressurized force mains, and 4 wastewater pumping station.. Three of these pumping stations have on -site generators to provide power in the event pf power failures and the other pump station has a connection, which allows it to be po ered by a portable generator during power outages. The City's Water/Sewer Department's staff consists of 6 employees and is responsible for maintenance, repair, and the proper functioning of the sewage collection system and the maintenance and efficient operation of the wastewater pumping stations. This Department provides routine inspections of the City's manholes and is responsible for jetting sewer lines to clear blockages. This staff also provides preventive maintenance to all the pumping stations and generators to insure optimum operation. The W .ter/Sewer Departments operations are overseen by an ORC and a backup ORC. II, Collection System Performance There were 2 reportable sanitary sewer overflows from the collection system (during the 2007 calendar year. Below are the details of these overflows. On March 16, 2007 at approximately 7:00 a.m., a manhole located behind 131) Pinewood Circle was reported to be overflowing. The overflow was caused by a surcharge of a sewer line resulting from the inflow of rain water caused by over 3 inches of -'ain in a very short period of time. The majority of the spill was contained in a valley like area. However, approximately 300 gallons of sanitary sewer flowed into Peddlers liiranch. There was no adverse affect to aquatic life. The spill was reported to the State at approximately 8:30 a.m. on March 16, 2007. On December 3, 2007 at approximately 10:15 a.m. the City Water/Sewer'D ' artment was notified of a sewer spill on Club Pond Rd. near East Hoke Middl.e Scho 1. A 4" elbow blew off of a 4" pressurized sewer main, causing sewer to flow from the line when the pump station pumps were running. The overflow was contained in a ditc and was pumped out by a Vac Truck. Once the sewer line was fixed, lime was put out to disinfect and control the odor. No sanitary sewer made it to any surface waters. The spill was repgrted to the state at approximately 1:05 p.m. on December 3, 2007, 111. Notification A public notice has been placed in the local newspaper summarizing this report and informing the public that a copy of this report can be obtained at Raeford City Hall. Certification Z certify under penalty of law that this report is complete and accurate to the best of my knowledge. 1 further certify that this report has been made available to the users or customers of the City of Raeford wastewater collection system and that those [isers have been notified of its availability. WORKS FAX NO. : +910 875 1462 Feb. 11 2008 12:36PM P4 Public Notice The North Carolina Clean Water Act of 1999 requires that each owner or operator of any wastewater collection system provide an annual performance report to its users and customers_ The City of Raeford owns and operates our wastewater collection system. A copy of the City's annual performance report for the period of January 1, 2007 through December 3) , 2007 can be obtained at the Public Works Department, Iocated at 701 South Main Street, Raeford, North Carolina, or Raeford City Hall, located at 315 North Main Street, Raeford, North Carolina. This report states that during the month of March and December, in 2007, the City of Raeford had two reportable sanitary sewer overflows due to inflow/infiltration and pipe breakage. There were no violations given. For all other times during the annual reporting period, the City had no other .reportable sanitary sewer overflows and was in compliance in all other areas. The public is invited to pick up a copy of this report at City Hall or, if there are any other questions regarding this report, to contact Johnny Melton at the Raeford Public Works Department at 875-5031.
