POINT SOURCE BRANCH
Description of Process
The Town of Lillington. Collection System consists of a combination of gravity lines, which range from 4"
diameter lateral lines (services) to 21" diameter main lines, and 4 pump stations, which range from 2 hp
pumps to 15 hp pumps, which ultimately feed directly to the Harnett County Regional Wastewater
Treatment Facility. There it undergoes extensive filtration, sedimentation, sludge removal, and disinfecting
procedures before being discharged into the Cape Fear River. The North Carolina Department of
Environment and Natural Resources, Division of Water Quality closely monitors our collection system the
County treatment facility, and the final discharge of treated wastewater for compliance with Local, State,
and Federal regulations and guidelines.
Performance
The collection system maintenance crew has:
• responded to over 70 residential and commercial blockage complaints,
• cleaned 17,944 feet of sewer line, (3.4 miles)
• installed 4 sewer taps,
• repaired multiple sewer lines,
• installed several clean outs,
• maintained and cleared collection system right of ways, to include some that had previously been
inaccessible,
• currently in, the process of implementing and enforcing the Town of Lillington Oil and Grease Control
Ordinance,
• installed computer monitoring (SCADA) equipment at all lift stations,
• maintained the integrity of the system according to Local, State and Federal regulations.
The Town of Lillington Collection Department has also performed the general observation of the entire
collection system over the past year as required by the North Carolina Department of Environment and
Natural Resources, Division of Water Quality.
Summary of system performance for the fiscal year 2007 to 2008.
There has been no reportable sewer spill in the Town of Lillington this year.
***Note — All sanitary sewer overflows have been recorded and reported to the State of
North Carolina Department of Environment and Natural Resources, Water Quality
Division.
Reminder
GREASE is an ongoing problem in the collection system. The Town of Lillington currently spends
more than $4000.00 a year to reduce the amount of grease in the collection system. Grease hardens inside
the wastewater pipes reducing the amount of space inside the line, which leads to blockages. It also causes
pump station malfunctions, which could spill over into local water sources. Contrary to popular belief,
running hot water or a type of detergent down the drain does not lessen the effect grease has when it
hardens to the walls of the pipe. The only way to prevent this from happening is to dispose of the grease
properly. This can be accomplished by freezing animal fat in a can and disposing of it in a trashcan.
Another way can be by mixing liquid vegetable fats with an absorbent such as cat litter or coffee grounds
and place in a lidded container before disposal. Any efforts you can make in doing this would greatly help
the collection system and reduce the amount of blockages to our customers. Please feel free to contact the
wastewater collection department at (910) 893-3607 if you have any questions.
The Town of Lillington is currently in the process of ensuring compliance to the Oil and Grease Control
Ordinance adopted by the Lillington Board of Commissioners on February 20, 2007.
