Kathy Jimison and Mikal Willmer with DWR were also present. The chlorine tablet tubes are very long/tall. Getting the tablets to lay flat will be a challenge, regardless this needs to be attempted for proper contact with the wastewater for disinfection. At the time of the inspection, photos in the tubes indicated tablets were lodged sideways. It is also required that caps be placed on the chlorine tubes; none were present during the inspection. The effluent pipe is below the water surface. The owner states and it did appear to be the case during the inspection, that the effluent pipe also carries a small spring flow. There is no way to sample prior to this comingling Permittee has not conducted the required annual sampling event. The permittee must sample the system annually. Any samples obtained by DWR do not count towards the permittees required annual sampling. The design of the system does not allow for effluent sampling without comingling with spring/stream water. Regardless, sampling shall take place at the effluent pipe for compliance. If the stream is running turbid, it is not suggested that samples be obtained until the stream is running clear. It is also suggested that upstream samples be obtained in concert with the effluent sampling event for comparison. This will assist in making sure the stream is not contributing pollutants to the effluent samples. DWR obtained samples. Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: Permit (If the present permit expires in 6 months or less). Has the permittee submitted a new application? Is the facility as described in the permit? # Are there any special conditions for the permit? Is access to the plant site restricted to the general public? Is the inspector granted access to all areas for inspection? Comment: Septic Tank (If pumps are used) Is an audible and visual alarm operational? Is septic tank pumped on a schedule? Are pumps or syphons operating properly? Are high and low water alarms operating properly? Comment: The septic tank was pumped on 11/5/2015. Disinfection -Tablet Are tablet chlorinators operational? Are the tablets the proper size and type? Number of tubes in use? Is the level of chlorine residual acceptable? Is the contact chamber free of growth, or sludge buildup? Is there chlorine residual prior to de -chlorination?
