The Town of Lillington Collection System consists of a combination of gravity lines, (which range from 4"
diameter lateral lines, (services) to 21" diameter main lines) and 6 pump stations (which range from 2 hp
pumps to 45 hp pumps); which feed directly to the Harnett County Regional Wastewater Treatment
Facility. There, it undergoes extensive filtration, sedimentation, sludge removal, and disinfecting before
being discharged into the Cape Fear River. The North Carolina Department of Environment and Natural
Resources, Division of Water Quality closely monitors our collection system, the County treatment facility,
and the final discharge of treated wastewater for compliance with Local, State, and Federal regulations.
Performance
The Town of Lillington Sanitary Sewage Collection Department has responded to over 30 residential and 4
commercial blockage complaints. Several blockages were caused by grease, roots, hygiene products, and
foodstuff being introduced into the system.
We have also cleaned 23,978 feet of sewer line equaling 4.54 miles.
We also installed 5 sewer taps which consisted of 2 new taps and 3 updated taps.
We have returned to usable service multiple sewer lines i.e. (cracked, collapsed, Root damaged, clogged)
and maintained the integrity of the system according to Local, State, and Federal regulations.
The Town of Lillington Collection Department has also performed the general observation of the entire
collection system as required by the North Carolina Department of Environment and Natural Resources,
Division of Water Quality.
Summary of system performance for the fiscal Year 2009 to 2010
Within the past 12 month period the Town of Lillington has experienced a total of 6 different Sanitary
Sewer Overflows (SSO). These include the following:
July 22, 2009 Sanitary Sewer Overflow consisting of a total of 37 gals.
Cause was determined to be from Roots infiltrating the system. This occurred at a manhole
which is numbered 599. This manhole is located on West Killegrey just east of 10th St on the
North Side of the road.
Corrective actions taken: Since the date of this incident, the Public Works Department has
purchased and is using a root cutter attachment for the Large Jet Machine

August 25, 2010 Sanitary Sewer Overflow consisting of a total of 25 gals.
Cause was determined.to be a deteriorated air release valve saddle. The saddle deteriorated
due to the corrosive properties of hydrogen sulfide gases on the rubber gasket. This occurred
on the force main at air release valve manhole # 369 which is located at the intersection of
North Main and McKinney Parkway
Corrective actions taken: The Public Works Department performed a confined space entry
replacing the saddle and air release valve.
January 7, 2010 Sanitary sewer Overflow consisting of a total of 12 gals.
Cause was determined to be from an offset pipe. The offset occurred during installation of the
36 inch Harnett County Public Utilities water line (which is serving Fort Bragg). While
backfilling the contractor offset an aerial service line which is a high priority line for the
Town.
Corrective action taken: Replaced a 4" fernco and installed better bedding material and
scheduled a more stringent inspection schedule.
January 29, 2010 Sanitary Sewer Overflow consisting of a total of 780 gals.
Cause was determined to be a ring crack on an aged piece of cast iron pipe used for the Prison
force main. This occurred at 905 Edward Bros. Dr.
Corrective action taken: The Collections Department excavated the area and installed a
wrap around clamp to fix the problem.
February 5, 2010 Sanitary Sewer Overflow consisted of 2 separate spills that occurred on this date.
Spill 1 Sanitary Sewer Overflow consisting of 200 gals.
Cause was determined to be from excessive inflow and infiltration This occurred at manhole
#574 located just outside the Prison Camp Lift Station
Corrective action Taken: The Public Works Department (utilizing a borrowed pump truck)
and contractors hauled 571oads of sanitary sewer from the Prison Lift Station to the
Wastewater Treatment Plant equalization pond total gallons hauled were 168,300
Spill 2 Sanitary Sewer Overflow consisting of an estimated 550,000 gallons, with an
estimated 215,000 gallons reaching the Cape Fear River.
Cause was determined to be excessive inflow and infiltration of the Town of Lillington
Collection System and Harnett County Lift Station # 20 being at 66 2/3% operating capacity
Corrective actions taken: The Town of Lillington spoke to Harnett County Public Utilities
about working on installing a new pump in their lift station to bring it up to full operating
capacity and the Town is currently smoke testing the collection system to find all sources of
inflow and infiltration. The Public Works Department filed a "Notice of Discharge" on
February 7, 2010 and also filed all appropriate paperwork with the State offices. We have
received and responded to the "Notice of Violation" and are currently awaiting the results of
the investigation
To date for fiscal year 2009/2010 we have had a total of 6 SSO's. These resulted in 551,054 gals of
untreated waste reaching the surface.
The Town of Lillington was awarded a grant to replace the Prison lift Station this project is in preliminary
design and should completed in 2011
***Note ā All sanitary sewer overflows have been recorded and reported to the State of
North Carolina Department of Environment and Natural Resources, Water Quality
Division.
Reminder
GREASE is an ongoing problem in the collection system. The Town of Lillington currently spends more
than $6,500.00 a year to reduce the amount of grease in the collection system. Contrary to popular
belief, running hot water or a type of detergent down the drain does not lessen the effect grease has
when it hardens to the walls of the pipe. Any efforts you can make in reducing this would greatly help
the collection system and reduce the amount of blockages to our customers. Please feel free to contact the
