S.Army Corps of Engineers 3331 Heritage Trade Drive, Suite 105 Wake Forest,NC 27587 Subject:Application for Section 404 Nationwide Permit 14, Section 401 Water Quality Certification, and Riparian Buffer Authorization for the Proposed Intersection Improvementsat SR2320and S7lepard School RDad,Wake County Dear Mr.Phillips: On behalf of the Town of Zebulon,WSP USA has completed a Pre-Construction Notification(PCN)application for the proposed Intersection Improvements at SR 2320 and Shepard School Road project and requests authorization from the US Army Corps of Engineers(USAGE)and North Carolina Division of Water Resources (DWR)to use a Nationwide Permit 14 and the associated 401 Water Quality Certification for impacts to jurisdictional Waters of the U.S.that will result from the project.A riparian buffer authorization is also requested from DWR for impacts to Neuse River riparian buffers. The Town of Zebulon is seeking to improve vehicular and pedestrian safety at the SR 2320(Old Bunn Road/Proctor Street)and Shepard School Road intersection by adding turn lanes,sidewalks,and pedestrian and traffic signals. Shepard School Road is being proposed to be widened to include a variable turn and median lane and curb and gutter will be installed on both sides. Catch basins are proposed along the curb and gutter and tie into the existing 30"reinforced concrete pipe(RCP)-III.The cross pipe would be collared and extended to proposed roadway slope. Impacts to the nearby wetland will include temporary fill impacts due to roadway construction.Proposed permanent stream impacts include permanent fill due to the pipe extension and channel stabilization in this location. Along SR 2320(Proctor Street)will also be widened. A proposed 48"RCP-III cross pipe would replace the existing 30"RCP.Proposed permanent stream impacts include rip rap at embankment at the outlet of a proposed lateral V ditch that runs parallel to the widened roadway and pipe inlet channel stabilization at the inlet of the proposed 48"RCP-III.At the outlet of the proposed 48"RCP-III,rip rap at the embankment at the outlet and pipe outlet channel stabilization are being proposed.A roadside ditch that runs parallel to Shepard School Road north of the intersection will be filled. The Town proposes to mitigate for 1,594 square feet of Zone 1 impacts at a 3:1 ratio and 700 square feet of Zone 2 impacts at a 1.5:1 ratio that will result from the project.Buffer mitigation credits will be acquired through the purchase of 5,832 square feet buffer mitigation credits from the Kittrell Hill Mitigation Bank. The mitigation credit availability letter from EcoTerra regarding the Kittrell Hill Mitigation Bank is including in Appendix A.Mitigation for losses of Waters of the U.S.is not proposed for this project because permanent stream impacts will not exceed 150 linear feet and there will be no permanent wetland impacts.
