Project Description and History 4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Land use in the area is fairly developed and includes a high number of residential houses and a golf course.Existing pipe is a 72"x 106'CMP that is in poor condition.Other than the stream that flows through the pipe(UT of Lovills Creek),there are no other jurisdictional resources within the project area. 4b.Have Corps permits or DWR certifications been obtained for this project(including all prior phases)in the past? Yes No Unknown 4f.List the total estimated acreage of all existing wetlands on the property: 0 4g.List the total estimated linear feet of all existing streams on the property: 200-perennial,only one stream-UT of Lovills Creek 4h.Explain the purpose of the proposed project:' Replace a failing/poor condition 72"x 106'CMP that carries a UT of Lovills Creek under Greenhill Rd(SR 1701).The new pipe(78"x 144'RCP)will be 38'longer(144'compared to 106'), to better align the inlet of the pipe with the stream and allow the road to be widened. This will also allow us to improve the road shoulder width and slope back the road shoulder, improving motorist safety. The streambanks at the inlet and outlet of the pipe have been armored in the past, but much of the rip rap has been washed away.As a result, new armoring with rip rap will occur along with the pipe replacement. 41.Describe the overall project in detail, including indirect impacts and the type of equipment to be used: Replace a failing/poor condition pipe that carries a UT of Lovills creek under Greenhill Rd.(SR 1701).The new pipe will be 38'longer(144'compared to 106'),to better align the inlet of the pipe with the stream and allow the road to be widened. This will also allow us to improve the road shoulder width and slope back the road shoulder, improving motorist safety. The streambanks at the inlet and outlet of the pipe have been armored in the past, but much of the rip rap has been washed away.As a result, new armoring with rip rap will occur along with the pipe replacement.Standard road building equipment will be used. 5. Impact Justification and Mitigation U 1.Avoidance and Minimization 1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: All work will be done in the dry,and no direct discharge of sediment will occur into the stream.NPDES forms will be completed weekly or after any rain event>1 inch. 1 b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: All Best Management Practices will be adhered to. 2.Compensatory Mitigation for Impacts to Waters of the U.S.or Waters of the State 2a.Does the project require Compensatory Mitigation for impacts to Waters of the U.S.or Waters of the State? Yes No 2b.If this project DOES NOT require Compensatory Mitigation, explain why: New pipe length is necessary to allow for the road to be widened and to lessen the steepness of the road shoulders. This will help improve motorist safety and lessen potential erosion impacts to the road shoulder. The new pipe will also be better aligned with the stream, which should help reduce stream bank erosion within the project area. However,if USACE determines that mitigation is necessary then the required mitigation will be obtained. F. Stormwater Management and Diffuse Flow Plan (required by DWR) 1. Diffuse Flow Plan 1a.Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules?
