Dunn Water Treatment Facility Permit Number — NC0078955 Treatment Process Black River Wastewater Treatment Plant - The Black River Wastewater Treatment Plant treats primarily domestic sewage. The treatment process utilized is the extended aeration activated sludge process including preliminary, secondary clarification and air flotation sludge thickening with support process and land application of biosolids Potable Water Plant — The water plant treats alum sludge which is water treatment. Sludge is thickened and held in a lagoon unti conjunction with the biosolids from the wastewater plant. Performance Black River Wastewater Treatment Plant — The plant had two violations for the reporting period of July 1999 through June 2000. September 2000 — The treatment plant was out of compliance on pH on September 16th and 17th. October 2000 — The treatment plant was out of compliance for pH from October 1 to October 6. Corrections - Equipment has been installed to feed soda ashe to prevent pH violations. Dunn Water Treatment Plant — The water treatment plant had no violations in the reporting period. Collection System - See attached Annual Report for the Collection System. Notification Notification to the public was made through advertisement in the legal section of the local newspaper and entered on the city cable channel. General Information Facility: City of Dunn Public Works Responsible Entity: City of Dunn Contact Person: Ronald D. Autry Phone: 910-892-2948 Applicable Permit: NPDES#NC0043176 Description of Collection System: The City of Dunn has approximately 75 miles of sanitary sewer lines that are gravity or serviced by force mains to the wastewater treatment plant. II. Performance Summary of System Performance for Calendar Year 2000. • September 26, 2000 the East Side Pump Station overflowed by an estimate 160,900 gallons as a result of heavy rains on September 25 & 26, 2001. Samples were taken of the wastewater to ascertain pollutant and the area was disinfected. No animal life was affected. • September 27, 2000 the Manhole Number BR-7 on the Black River Outfall near the Wastewater Treatment Plant overflowed by an estimate 244,000 gallons as a result of heavy rains on September 25 & 26. Samples were taken of the wastewater to ascertain pollutant and the area was disinfected. No animal life was affected. • February 14, 2000 the East Side Pump Station overflowed by an estimate 429,000 as a result of heavy rains of February 11&12, 2000. Samples were taken of the wastewater to ascertain pollutant and the area was disinfected. No animal life was affected. • January 31, 2000 the East Side Pump Station overflowed by an estimate 929,769 gallons as a result of the snowstorms of January 18-30, 2000. Samples were taken of the wastewater to ascertain pollutant and the area was disinfected. No animal life was affected. • January 31, 2000 the Manhole Number BR-7 on the Black River Outfall located near the Wastewater Treatment Plant overflowed by an estimate 393,000 gallons as a result of the snowstorms of January 18-30, 2000. Samples were taken of the wastewater to ascertain pollutant and the area was disinfected. No animal life was affected. Inflow and Infiltration work is continuing in the City of Dunn. During the Fiscal Year 2000-2001, the City of Dunn purchased a new sewer TV camera system to locate problems. Also, a contractor was hired to inspect sewer lines and recommend areas for rehab work to be done in fiscal year 2001-2002. $125,000 has been budgeted for repairs to our sewer system. $185,000 has been budgeted to purchase a new sewer jet/vacuum truck to perform routine preventative maintenance. III. Notification This report is a matter of public record and will be filed in the City of Dunn, N.C. Administration Offices and made available to users or customers of the system. Additionally, this report will be published in the Dunn Daily Record. IV. Certification I certify under penalty of law that this report is complete and accurate to the best of my knowledge.
