Hope you are doing well. I have copied David Miller, State Mining Engineer, and Adam Parr, Assistant State Mining
Engineer on this email. The submitted application/transfer paperwork should have been sent to the Mining Section first
for review. All decisions concerning mining transfers and permits are directed by the Raleigh office. I spoke to Adam Parr
on December 3, 2021, about the submittal, and he had not received it as of that date. Mr. Aiken and I did receive your
paperwork in the Asheville office and once David and Adam review the paperwork submitted, they will then send a
request to our office for review and comments. I have also copied Bethany Georgoulias, Environmental Engineer, with
the Stormwater Program, for assistance on the NCG02 transfer/permit payment concerns. My contact number is 919-
302-5311, if you or Alisa have additional questions.

Mr. Aiken and Mrs. Riddle:
On November 12, 2021 BWI ETN LLC completed the acquisition of the Yancey Stone, Inc. (Low Gap Quarry). The Low
Gap Quarry Mine Permit number is 00-26 and the NPDES COG number is NCG020808. I submitted the
applications/notices to transfer both permits to BWI. The Legal name of the parent company is BWI ETN LLC and the
legal name of the quarry is BWI Yancey Stone LLC.
I need your assistance with the submittals. I sent them hard copy USPS certified mail/return receipt to the Raleigh Office
(please let me know if this was correct or if they should have come to you in Asheville). Per the USPS online tracking
there is no delivery data for the submittal. The last USPS update was on 11/21/21 and says it is still in transit. However,
our Jacksonville Accounts Payable Office received the $100.00 mine transfer application fee check back with a post mark
of 11/29/21. If possible, please check and see if the Raleigh Office received the applications. Also the notes on the
return checked said that payment had already been received for NCG020808 and my payment was a duplicate. I didn't
submit a check to transfer the NPDES Permit because I didn't see that requirement in the permit. The only items I saw in
the permit was Condition K-4 Transfers that said to notify the Division in writing if the permitted facility is sold or closed.
I have attached the application submittals for the mine permit and NPDES permit. I also attached a copy of the returned
check that was emailed to me from our AP Department and the USPS tracking on the submittals.
Mr. Aiken I sent you this email because you are listed as the Regional Supervisor on the NCDEQwebpage and Mrs.
Riddle I copied you because we spoke back in early September about an email question I had on quarry permitting in
North Carolina and I believe that you know Alisa Hatmaker (formerly of Rogers Group Inc.) who has been working with
me since February of this year. Alisa will be working on items in North Carolina on the Mining and Water sides because
of her knowledge from previous work history. I have copied Alisa on this email.
