This project is a 90-lot single family residential subdivision. The project also includes a small amenity center. A portion of the project drains to the existing lift station "A" previously permitted in WQ0034485 through existing 8" gravity lines. The remaining 54 lots drain to a proposed lift station (LS PH V). This lift station pumps effluent to a 4" force main which is tributary to existing 8" lines which flow to the existing lift station "A". This project includes the addition of 4,346 If of 8" gravity lines and 1,218 If of 4" force main. All flows for the 90 lots were calculated using a rate of 240 gpd/ residence based on the previously approved flow reduction. The amenity center is listed as contributing 1,000 gpd to the flow. The total flow for this application is 22,600 gpd. The flow tributary to the proposed lift station is 12,960 gpd. The lift station operating point is 80 gpm at 20 feet of head. All lines and the lift station are in dedicated utility easements. The lift station and lines meet all required setbacks and there are no high priority lines in the project. Since the station's flow is less than 15,000 gpd the station will be plumbed with cam lock connections for an emergency by-pass pump. I am not exactly sure how much flow has been allocated to this permit. When I prepared the latest application I asked for what I thought was the balance of the flow. I could have been mistaken given the history. That said I think I have answered all of your questions. I have verified the lot counts for the past and proposed phases and Randy went and did a drawdown to verify the pump rate at Lift Station A. The previous engineer had written 201 gpm on his certification which does not seem correct. Randy did verify that the current pumps will handle the total tributary flows given a peaking factor. Adding up narrative for PS B with 123 units = 29,520 and for PS A=12,480 totaling 42,200, thus not all lining up. Partial Cart: 12-5-2019 for 1,870 ft of GS to potentially serve another 52 lots in pump station A basin. Permitted active flow/connections for this basin remains at 52 lots, but system designed for at least 109. Pump station "B" design to be modified with more gravity connections to PS "A" system and less to "B". Summary: These two certs cover 4,380 ft of GS and PS A with a total of 112-113 connections. 1. Is this sewer basin complete? This basin will receive some direct gravity flow from the proposed Phase V. It will also receive the pumped flow from the proposed LS PH V lift station. 2. How many lots are to be in it now directly tributary to PS A? Currently there are 111 lots tributary to Lift Station A. I got this number by counting the lots on the as - built drawings that I have. 2 of the lots are unbuildable due to wetland issues. This permit request would add 90 lots plus an amenity center for a total of 201 lots (111 + 90 = 201) plus the amenity center (1,000 gpd). This will yield a total flow of 49,240 gpd tributary to Lift Station A ( 201 x 240 +1000 = 49,240 gpd). Note that some of the proposed 90 lots drain directly to Lift Station A by gravity and some flow to the proposed lift station which pumps to a manhole that flows to Lift Station A. Note that 49,240 gpd yields an average flow of 34 gpm. With a 4.5 peaking factor the design pumping rate would be 154 gpm at a minimum. 49,240 gpd is less than the 55,860 gpd you show below. If that flow has been allocated, then we are under by 6,620 gpd. 3. When will additional flow be requested for the extra lots or do we need to reallocate existing approved flow? If reallocation, then please provide. If the total proposed flow is 49,240 gpd and the already allocated flow is 55,860 gpd then we are reducing the overall flow to the plant by 6,620 in allocated flow. If the permitted flow is less than that then we need an increase in flow to this amount. In my reading of the last permit and the previous certifications it seemed like all of this flow had not been allocated yet. I could be mistaken. 4. What is the design capacity of PS "A" per design that Pluris has in hand and what type of back- up system is employed? Mike's response says 210-gpm. I got the 201 gpm from the attached certification from Paramounte. He handwrote 201 gpm at the bottom. I am assuming that came from a drawdown test. Seethe above for the station capacity. Randy Hoffer did a drawdown on the station today (10/26/21) and it yielded a rate of 158 gpm for pump 1 and 175 gpm for pump 2. Randy also relayed to me that his telemetry teels him that each pump runs for 16 minutes a day, or 32 minutes total. At the higher pumping rate for the two pumps this comes out to 5,600 gpd. I would estimate that there are approximately 60 houses occupied in this area. This lift station has a by-pass pump. Permit: approximately 3,426 linear feet of 8-inch gravity sewer; a 106—gallon per minute pump station (B) in Section 3 with duplex pumps, on -site audible and visual high water alarms, telemetry, and a permanent generator with automatic transfer switch as well as approximately 1,185 linear feet of 4-inch force main to initially serve 51 three -bedroom single-family residences and a potential 72 three - bedroom multi -family residences as part of the Landing at Mill Creek Phase 2 Sections 2 & 3 project, and the initial discharge of 38,400 gallons per day (total potential of 55,860 gpd) 1. Is new request a complete redesign of this sewer basin? This is a redesign of the basin. Note that some of the lots in this phase (Phase V) drain directly to Lift Station A. The other lots drain to the proposed LS PH V. That lift station pumps to a manhole that flows to lift station A. 2. Is there a new Phasing nomenclature that is needed in overall permit? Would an updated Master Plan assist? Yes. I have attached a master plan with the phases shown on it. Basically, the new LS PH V (proposed by me in this application) pumps to a manhole that drains to Lift Station A (existing and certified by Parramounte). All of this flow included the amenity center totals 49,240 gpd. I labeled the former Phases as was shown on the previous engineer's plans. I found them confusing as there were areas that were not contiguous with the same Phase numbers. I show 3 colors. The Green is the Phase II section and this was the one certified by others previously and included lift station A. The red was certified by me and is Phase III.
