J1%wI/--we \/V IV - a NORTHERN WAKE SENIOR CENTER�IORETENTION CELL OPERATION AND MAINTENANCE AGREEMENT I will keep a maintenance record on the Bioretentin Cell (BMP). This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired r replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the pollutant removal efficiency of the BMP. 1. General A. During each inspection of the stormwater drain ge system, the attached checklist shall be completed and filed with other maint ,nance records for the stormwater drainage system. B. The vegetated areas shall be maintained to keep a dense and healthy grass cover. Grassed areas shall be mowed according tc the season while maintaining a minimum height of 2 inches and a maximum he ght of 4 inches. The Bermuda Sod shall not be fertilized but watered as needed tc maintain the grass in an optimum condition. C. All storm drainage pipes and structures shall at gall times remain clear and clean of litter, leaves, debris, and silt. D. The bioretention cell shall be inspected after all major storms. A major storm is a rain even which produces 1 inch or more duri�g any 24 hour period of time. If stormwater from a major storm is not draining after 48 hours, remove debris blocking any inlet or outlet structures and any tither areas of clogging. Wash out the underdrain system. t E. Snow, mulch or any other material shall nev r be piled on the surface of the bioretention cell. I F. Heavy equipment shall never be driven over the surface of the bioretention cell. G. Special care shall be taken to prevent sediment from entering the bioretention cell. H. Once a year, a soil test of the soil media sh1 II be conducted and the results provided in the required annual inspection repo to the Town of Wake Forest. I. The bioretention cell and stormwater pipe sy em shall be thoroughly inspected once a year by a qualified North Carolina F Iegistered Professional Engineer, Registered Landscape Architect or Registered Professional Land Surveyor. This inspection is required per the Town of Wake F rest UDO Code Section 12.5.6.E, and a written report is due on the anniversary lispection the issuance of the Certificate of Occupancy. A copy of the annual inspectionnd maintenance records shall be submitted to the Town of Wake Forest Engineeng Department. The report should be sent to 301 South Brooks Street, Wake IF rest, NC 27587, Attn: Director of Engineering. All deficiencies identified in the report shall be corrected within thirty (30) days. B. Once a year, a soil test of the cell media shall `be conducted. If the cell media is not in compliance with the original design and s clogged then the media shall be replaced. The old cell media hall be disposed of in a landfill in compliance with current Federal, State and Lo 1 regulatory requirements. C. Visually inspect pipes for proper alignment, sag ing, elongation & displacement of joints, cracks, leaks, surface wear and blockage. Most problems occur at the joints where gaps develop from settlement or elongation & loss of joint sealant 1 filler material. Pipes should also be checked for s Igns of water seeping along their exterior surface. A depression in the surface over the pipe may be a sign that soil is being washed around the pipe. Effective rep it of the internal surface or joint of a conduit is often difficult, even hazardous, anto should not be attempted without appropriate professional supervision. D.
