Streets and Public Parking Lots Maintenance
An inventory of all Town -owned streets and parking lots is located on the Towns website and
maintained by the Transportation Engineer. Additionally, a layer has been developed within the GIS
database which highlights the current assortment of Town -owned streets, and the status of
incorporation. A process for submitting as -built information is in development, which will facilitate
incorporation into the Town's GIS database.
Employee Training
As mentioned in the "Illicit Discharge Detection and Elimination" section, employees will be trained to
handle spill response and clean up for municipal facilities and spill response for external spills. Each of
the Spill Response Plans will be referenced during training so that staff will become familiar with its
procedures prior to utilizing the plan in a real scenario.
Additional training will be provided relating to pollution prevention and good housekeeping procedures
as needed. The goal of this training is for all employees at each municipal facility to understand how
pollutants at their facilities can pollute water ways if handled incorrectly. Additional training may cover
pollutants, hazardous material storage, storm drain inlet locations, proper application and disposal of
chemicals, etc. Updated training sessions and training material will be distributed as need, to new staff
members or due to new facilities.
Controlling Sources of Fecal Coliform
Within the current Town/ETJ limits, several initiatives are underway which focus on limiting the sources
and magnitude of fecal coliform entering natural waterways. The following measures are intended to
eradicate or minimize the threat of common sources of fecal coliform.
1. Pet waste is highlighted as one of the "Big 6" stormwater pollutants on the Town's stormwater
education webpage.
2. The Town of Wake Forest maintains 26 pet waste stations, located in priority areas to facilitate
collection of pet waste.
3. The Town coordinates with Wake County and informs homeowners of county services regarding
assistance with failing septic systems.

4. Pet waste and other sources of fecal coliform are common topics of informational/outreach
material. Pet waste bags are given as handouts at Town events to encourage awareness of pet
waste impacts.
5. Construction, monitoring, and maintenance of SCMs provide an additional method of improving
water quality from developing areas.

The Wake County Environmental Services Department has jurisdiction over most typical on -site
wastewater systems, or septic systems, in the Town's planning area and surrounding rural areas. Some
large, non -typical septic systems or other on -site wastewater systems may be referred to the NC
Department of Environmental Health. The County currently approves plans and inspects construction of
newly installed septic systems. The county also assists owners of failing septic systems by evaluation of
the system and recommending short-term or long-term solutions. The Town does not anticipate any
changes in Wake County's jurisdiction of septic systems and will continue to rely on the County and/or
State Departments to provide these services that aid in controlling fecal coliform sources.

The Town of Wake Forest is committed to protecting our environment by keeping our surroundings
clean. Our street sweeping program provides a high environmental impact at a low cost to our
residents. Our street sweeping program strategically manages the cleanliness and beauty of our town -
owned streets to keep our gutters free of debris and our stormwater system running effectively.
Street Sweeping Locations
The Town of Wake Forest owns approximately 134 miles of streets as well as several town -owned
parking lots. As part of the overall street maintenance performed by the Public Works Department's
Street Crew, they are responsible for regularly performing street sweeping of town -owned streets and
parking lots. On average approximately 250-300 miles are swept each month. Streets are swept in both
directions. An inventory of town -owned streets are kept in GIS, as well as the Powell list located on

Street Sweeping Equipment
The Town of Wake Forest owns (2) two street sweepers. These street sweepers are Johnston Sweepers
RT 655 from 2013 and 2016. Each street sweeper has a capacity of 8.5 yd3and a 253 gallon water tank.
The sweeping path is 12 feet wide with 2 gutter brooms.
Street Sweeping Frequency
Employees with the title Construction Worker II are qualified to operate the street sweeper. The Street
Superindenent works with the crew managers to determine who, when, and where the street sweepers
will be operating that week. The goal of the Streets Department is to operate both sweepers at
minimum two days a week. Weather and seasonal factors have an impact on the street sweeping
schedule week by week. Priority areas including Town Hall parking lots and downtown streets are swept
every other week. Other streets are prioritized based on debris accumulation and residential requests.
Street Sweeping Records
The number of miles swept per day, and the location of streets swept is recorded in an excel file kept on
Sharepoint here. These records are compiled into the monthly Public Works report.
