The spill response plan prioritize the safety of the public, as well as responsible containment and
disposal techniques. An education pamphlet is available to distribute to the public at Town events.
Stormwater System Inventory, Inspection, and Maintenance
A GIS database has been developed covering the Town's stormwater infrastructure. Additional
segments and networks will be added to the databased as they are constructed and accepted by the
Town. The process for developers to submit drainage as-builts has been revised to facilitate
incorporation into the existing GIS database.
From the GIS database, major outfalls have been identified. These include any outfall of a pipe > 36"
diameter or a drainage area of > 50 acres. In industrial areas, the major outfall list includes any pipe >
12" diameter or a drainage area of > 2 acres. The list of outfalls is continuously being maintained and
updated by the Engineering Department.
The remainder of the system is inspected and maintained on an "as needed" basis. Citizen observations
are reported on SeeClickFix and are manually converted to work orders for maintenance items in the
Mobile 311 system. Additionally, issues are often noted by staff during other maintenance activities.
0&M for Municipally Owned or Maintained Structural Stormwater
Controls
An up-to-date list of all municipally owned SCMs is in the Stormwater GIS database. Similar to privately
owned SCMs, an O&M plan is required for each measure, as well as annual inspections. Inspection
reports for Town owned SCMs can be found in NewWorld. Any outstanding maintenance items are
converted into a task order on the Mobile 311 system. Any "necessary non -routine maintenance shall
be performed in a timely manner so as to ensure continuous performance of the facility (Operation and
Maintenance Legal Agreement)."
Additional language regarding the inspection, operation, and maintenance of SCMs is included in section
12.5.5 of the LIDO.
Pesticide, Herbicide and Fertilizer Application Management
Training regarding the responsible use of pesticides, herbicides, and fertilizer is required for all Parks
Maintenance Staff. Park Maintenance staff are required to acquire their Ornamental and Turf category
Pesticide within 6 months of hire, as stated in the job description. Currently, 10 staff have this license
and CEU's are required for renewal. Several Public Works employees also have obtained this license to
help with their job responsibilities. Learning safe and proper applications related to environmental
health is key to passing the exam and subjects discussed at educational opportunities thereafter.

Stormwater MS4 - Pollution Prevention and Good
Housekeeping
Introduction
As specified in 40 CFR part 122.34, the regulated public entity must implement a Pollution Prevention
and Good Housekeeping program. The program will focus on continuously updating the storm sewer
system map, implementing enforcement procedures through the Town Ordinances, utilizing a plan to
detect and eliminate non stormwater discharges, and maintaining a set of educational materials tailored
to illicit discharge detection and elimination.
A summary of the Town's strategy for the Pollution Prevention and Good Housekeeping program is
provided below in the Stormwater Management Plan (SWMP).
0 Inventory and Inspection of Municipally Owned/Operated Facilities
All municipally -owned facilities are inspected on a monthly basis by the Facilities team. Reports of the
inspections are created and stored in the Asset Essential (Facilities Dude) software. Monthly inspection
items that relate specifically to stormwater are included in the monthly Stormwater inspection. A list of
municipally -owned facilities, which have the potential for generating polluted stormwater runoff, is
maintained and updated by the Town's stormwater department. The facilities have been prioritized
according to the activities performed and materials stored at the facility. Stormwater Pollution
Prevention Plans (SWPPP) have been developed according to this prioritization. The scope and level of
detail of each plan reflects the nature of the relevant facility. All SWPPPs include a spill response plan as
well. Specific, comprehensive plans have been developed for the Police and Fire Stations, Public Works,
Parks Maintenance, and the Aquatics Center. All other facilities will retain a general spill response plan
onsite. Facilities with these general plans will be re-evaluated once per permit cycle to determine if a
specific plan is more appropriate and in need of development.
Spill Response Procedures
Spill response procedures are currently handled by the Wake Forest Fire Department. The Fire
Department keeps a record of all spill, and shares reports with the Public Works team as requested. The
Public Works team is responsible for educating Town staff and the public about the correct spill
response procedures, which in most spill events call for an emergency response from the Fire
Department. The Wake Forest Fire Department has a Hazardous Response agreement with the City of
Raleigh to aid in the response to large spills.
