Project Narrative: The Stagecoach Corner project consists of a new 35 lot subdivision with associated amenities, public roadways, utilities, open space, drives, parking, etc. being built on two parcels with a combined area of 15.92 acres. The homes will all be three -bedroom models and there is a three - bedroom Community Home amenity. The site is located at 627 East Stagecoach Road, Mebane North Carolina and is identified in Orange county as PIN#s 9825-28-6476 & 9825-38-1359 and in Alamance County as PIN#s 9825-38-3403 & 9825-38-6635. The development of this subdivision will require a public sewer extension to tie into the City of Mebane sewer system. The gravity sewer extension for this phase will consist of 13 new manholes, 1,059 If of 8" SDR- 35 PVC pipe and 721 if of 8" Ductile Iron Pipe. The new sewer main will tie into an existing City of Mebane 8" sewer main that is currently under construction as part of the Tupelo Junction projectio the east of the site. Wilson City Manager City of Mebane 106 East Washington Street Mebane, NC 27302 Subject: Mebane WWTP (NC0021474) Flow Reduction Request Alamance County Dear Mr. Wilson: On February 14, 2011, the Pretreatment, Emergency Response and Collection System (PERCS) Unit of the Division of Water Quality received a flow reduction request for connections to the City of Mebane WWTP. The letter requests an allowable flow rate of 80 gallons per day (gpd) per bedroom based on the evaluated data. As daily WWTP data is not representative of the project area, the DMR data from the City of Mebane WWTP (NC0021474) from January 2009 through December 2009 was evaluated to determine the peak sewage month. The highest flow month was December 2009. Daily wastewater flows were recorded downstream of the Holly Ridge Subdivision during December 2010. This data was reviewed by PERCS and Regional Office staff. Based on the data, the Division hereby grants a reduction in flow to 80 gpd/bedroom (minimum of 160 gpd for 1 and 2 bedroom residences) for sewer extension permits issued tributary to the City of Mebane WWTP. Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the NPDES permit for the treatment facility or exceed the capacity of the sewers downstream of any new sewer extension or service connection(s).
