Salisbury Street Raleigh, NC 27604 Re: Gregory Village Subdivision (Formerly Blanchard Property) Request for NWP 29, GC 4526 Sage Project #2021.018 On behalf of Mr. Brian Duncan, of the Spaulding Group, PA, (applicant), please find attached a complete application and supplemental information requesting written concurrence from the US Army Corps of Engineers (USACE) that the activities associated with the proposed development of the Gregory Village (Project) may proceed under Nationwide Permit (NWP) 29 and General Certification 4256 (GC 4256). Protect Purpose and Location The overall project development of a residential subdivision. The +/24.49-acre tract is located in the southwest quadrant of the intersection of Tripp Road and NC Highway 210 northeast of Lillington, Harnett County, NC. The coordinates of 35.4335°N, 78.7977°W generally correspond to the center of the Site. Protect Detail The proposed Project consists of the construction of a residential subdivision with associated roads, driveways and utilities. Municipal sewer and water are available to the site. Access to the Site will be provided via Tripp Road to the north of the Site and NC 210 along the eastern property line. The site is serviced by municipal water and sewer. Heavy equipment typically used for utility installation projects (e.g. backhoes, bulldozers, etc.) will be utilized. On March 1, 2021, we received correspondence from the North Carolina Natural Heritage Program (NCNHP). Based on their review, there are no federally listed T&E species documented on or within 1.0 mile of the Site. The Site is not listed as a historic property or within a historic district. There are thirty-four historic properties located within 1.0 mile of the Site based on a query of the North Carolina State Historic Preservation Office (NCSHPO) database. All are listed as "Surveyed Only Property". Two properties (House — HT1097 & Cape Fear Presbyterian Church — HT1098) are north of Tripp Road from the Site. Morgan Centennial Farm (HT1095) is east of NC Highway 210 from the Site. These three adjacent properties were determined not eligible for listing in the National Register as part of the Historic Architecture Resource Survey Report for the NC Department of Transportation (NCDOT) project R-2609 (ER 11-0210). Figure 4 depicts the locations of these properties in relation to the Site. Project History The site is primarily undeveloped and mostly wooded. Surrounding areas are rural with a mix of farmland and undeveloped wooded areas. Mr. David Gainey of Sage Ecological Services, Inc., performed a wetland and stream delineation. A Pre -Jurisdictional Determination (PJD) from the USACE is attached to this application. Blanchard Property Page 1 of 2 Avoidance and Minimization Impacts to stream and wetlands have been carefully considered to reduce permanent impacts to the maximum extent practicable. This project has been designed to meet purpose and need while avoiding and minimizing impacts to onsite natural resources to the greatest extent practicable. There are 3.8 acres of onsite wetlands, of which only 0.174 acres are proposed to be permanently impacted for three road crossings. There are 446 linear feet of stream onsite, and only 123 linear feet are proposed to be permanently impacted for two road crossings. The road crossing at Impact Site 1 utilizes an existing dirt road crossing to further minimize impacts. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts, while silt fencing will be installed to provide additional protection from runoff. Protect Impacts All onsite wetlands have been effectively avoided (only 0.174 acres of permanent impact) and permanent stream impacts total 123 linear feet of perennial stream. Mitigation Wetland mitigation will be provided by the Middle Cape Fear UMB - Daniels Creek Site (0.35 ac) and stream impacts are below mitigation thresholds.
