4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The Site contains three agricultural fields with two drainages flowing from north to south separating them. A dirt access road to NC Highway 210 is present along the southern boundary
with others along the field edges. The forested drainages contain a majority of hardwoods in the overstory. The edges of the drainages contain interspersed pines and moderate to dense
understories of shrubs, vines, and herbaceous plants. The topography of the Site ranges from a low point of +/- 238 feet above mean sea level (msi) in the southern boundary of the Site
where the drainages exit to a high point of +/- 250 feet msl in the northwest corner of the Site in the westernmost agricultural field. General land use in the vicinity of the property is a mix of
residential developments, undisturbed forested areas and agricultural fields.

The proposed project is to construct a residential subdivision to meet the demand for housing in the area.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The overall project is the construction of a residential subdivision with residential streets and utilities which will connect to existing adjacent streets and utilities. Access to the site will be
provided two subdivision roads; there is an internal road connecting to Tripp Road to the north and another internal road connecting to NC 210 on the eastern property boundary. Wet
detention ponds will be used to capture and treat stormwater runoff. The proposed impacts will result from three road crossings. Heavy equipment typically used for residential
development and roadway construction (e.g. backhoes, bulldozes, graders, dump trucks, etc.) will be utilized.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The applicant requested a detailed delineation of streams and wetlands prior to site plan development in order to determine the extent and location of
streams and wetlands in the vicinity of the proposed crossing. The site plan has limited permanent impacts to three road crossings; two are on perennial
streams and one is solely wetland. Streams are not crossed multiple times by roads. The proposed road crossings are necessary in order to access
useable upland portions of the property for development. Additionally, the proposed road crossing at impact Site 1 utilizes an existing dirt road. All
remaining wetlands and streams on the property have been avoided and will be preserved as open space.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Construction fencing will be utilized to define the construction corridor and prevent any accidental, additional impacts while silt fence will be used to
provide additional protection from runoff.

We have reviewed the "DRAFT Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetland Programs' document
prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that most small-scale residential projects are unlikely to
cause cumulative impacts. This project does not meet any of the three criteria of private projects that can clearly result in cumulative impacts. The
proposed project is relatively small in nature, is within a residentially developed landscape bounded by existing residential developments and roadways
so therefore, the utility infrastructure (i.e. water and electricity) are already in place to service the proposed subdivision project. We anticipate that you
will advise us if a qualitative or quantitative impact analysis is required.

species are documented on the Site or within 1.0-mile of the Site.

We reviewed the NC State Historic Preservation Office (NCSHPO) database. The Site is not listed as a historic property or within a historic district. No
historic structures were found on the Site. Thirty-four properties are listed within 1.0 mile of the Site based on a query of the GIS files from NCSHPO. All
the historic properties are designated as "Surveyed Only (SO)." Two properties (House — HT1097 & Cape Fear Presbyterian Church — HT1098) are
north of Tripp Road from the Site. Morgan Centennial Farm (HT1095) is east of NC Highway 210 from the Site. These three adjacent properties were
determined not eligible for listing in the National Register as part of the Historic Architecture Resource Survey Report for the NC Department of
Transportation (NCDOT) project R-2609 (ER 11-0210). Figure 4 (attached to this application) provides a graphical representation of these properties.
