Request for Wastewater Design Flow Rate Adjustment
Dear Mr. Montebello:
The Water and Sewer Authority of Cabarrus County (WSACC) respectfully requests permission
to adjust the daily wastewater design flow rate utilized for new residential connections. The
North Carolina Administrative Code (15A NCAC 02T .0114 (f)) includes a provision for reducing
the wastewater flow used for permitted but not yet tributary connections and future
connections tributary to the system when adequate evidence justifies the use of a lower flow
rate. WSACC and its member jurisdictions have worked together to evaluate the actual
wastewater contributions from residential customers. The four jurisdictions along with
Charlotte Water collect wastewater from their residential and commercial customers and
convey it to WSACC-owned transportation and treatment facilities. It is therefore desirable for
all of these utilities to work together to establish a new rate for residential wastewater
permitting.
WSACC has commissioned an evaluation of typical customer use patterns, as documented in
the attached Technical Memorandum dated November 17, 2021, which demonstrates
residential customers of the WSACC member jurisdictions within Cabarrus County contribute
less wastewater than prescribed by the Code. We therefore request WSACC and its member
jurisdictions be allowed to use a flow value of 80 gallons per day per bedroom for each new
residential unit added to our systems. Attached to this letter are similar letters from the
member jurisdictions. Charlotte Water will continue to operate its system as a customer to
WSACC but is not considered as part of this evaluation.
