Below is a comment I provided on another project. So, I have always struggled with SW discharge from a bmp that is released to a steep slope leading to a stream. Typically the flow leaves the dissipater pad and then (with large events) rushes down slope, eroding and scouring its way to the small stream below. Potential options 6 (rough idea/concept): (A) The dissipater pad includes "checkdams" of larger rock. Depending on the discharge the size, width and number of checkdams (or plunge pools) vary. Or (B) a permanent well-constructed/hardened truly level spreader is utilized.
