Dear Mr. Gregson:
On behalf of the Town of Beaufort, we respectfully submit the enclosed Fast Track Sewer Extension
Permit modification request and associated documents for the referenced project. This modification
includes the sewer collection system to serve plats and residential development.
These improvements will serve development of the Front Street Village including the collection of
approximately 12,240 GPD of residential generated wastewater from 34 single family 3-bedroom units.
Wastewater flow estimates for the all facilities proposed in the project are shown on Table 1 attached.
The following supporting documents are attached and included in this submittal:

• Copy of the Permit Modification issued on February 20, 2017.
• Drawing showing existing sewer collection facilities (sheet U2) previously permitted and

The current schedule for construction of the facilities in this request is to start in Autumn 2021 and
complete construction by 2022.

III. Certification Statement:
I Gregory K. Meshaw, PE certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station on route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible parry. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Forgive me for not responding earlier regarding the high priority sewer question and use of 10 diameter gravity line
pipe. The purpose for use of the larger diameter is to minimize the depth of the pipe installation. We looked at the plan
again and decided to use 8 inch pipe. We are already deeper then we want to be so another 6 to 12 inches deeper does
not make much difference. 8 inch PVC pipe will be used throughout the project. We will send you revised plans
showing the revised gravity sewer.

PROJECT NARRATIVE

INTRODUCTION
Front Street Village sits on approximately 30.6 acres and is located along Lennoxville Road
within the Town of Beaufort's corporate limits and adjacent to Taylors Creek of the White Oak
River Basin. Phases 1, 2, and 3 of the project have been completed with the exception of the
proposed transportation and welcome center. Phase IV of the project includes the development
of 34 single-family residential lots with each home proposed to have three bedrooms. The
proposed sewer system will be 10" diameter PVC gravity pipe connecting to the existing sewer
system on the north side of Lennoxville Road.
FRONT STREET VILLAGE PHASE IV
Phase IV of the Front Street Village project consists of the development of thirty-four (34) single
family residential lots. Residential units will have three (3) bedrooms. Collection of wastewater
will be with 8" diameter PVC gravity sewer pipe. 554.0 of gravity sewer running serves 19 lots
on East Great Egret Way west of Runway Road at a slope of 0.40 towards the east. It has three
manholes (MH Al, A2, and A3), terminating at Manhole B1. 457.5' of gravity sewer serves 15
lots on East Great Egret Way east of Runway Road at a slope of 0.40% towards the west. It
has two manholes (MH A4 and A5) terminating at Manhole B1. The sewer network runs south of
131 at a slope of 0.44% for 739.3', serving an additional connection from the transportation
center building. In the future the transportation center's service line is expected to connect to
this line. This line has a total of four conventional manholes (B1, 82, B3, and 134), and a
doghouse manhole at the outfall (MH 135). None of the lines are high priority sewer- none of the
lines are aerial, none of the lines are siphons (1-15-1-17), none of the lines make contact with
surface waters (1-14), and there are no state classified streams within the property lines of the

project. The sewer pipe will connect to the existing municipal gravity sewer line on the north side
of Lennoxville Road.
The total flows estimated for the project (based on 15A NCAC 02T.0114) are 12,240 gpd. The
breakdown of flows for the modified project is provided in the calculations Summary of Flows.
PROJECT DESIGN
Gravity Sewer: The project consists of a gravity sewer network that will be constructed to
serve the project plan (Sheets U4). The sanitary sewer network includes 1751 LF of schedule
40 8" diameter PVC pipe. New wet connections will be installed to serve each residence and
the transportation center (U8).
Downstream Sewer: The network terminates at a manhole at North Lennoxville Road which is
part of the Town of Beaufort municipal sewer system (Sheets 1-17). Flow Tracking for Sewer
Extension Applications was provided on September 21, 2021 by the Town of Beaufort, Public
Works Director, for an estimated flow of 12,240 gpd. A copy of that letter is attached to this
application. Lift stations #24 and 22 connect the project to the Town of Beaufort Waste Water
Treatment Plant. The downstream sewer is a 10 inch PVC gravity line on the North side of
Lennoxville Rd flowing to a lift station. No analysis of the downstream sewer is provided.
OPERATION AND MAINTENANCE
Maintenance of the gravity services and lines will be the responsibility of the Town of Beaufort.
Access Easement: A 20' access easement will be provided to the Town of Beaufort for
maintenance as shown on the plans.
