SUBJECT: Inspection and Certification of Stormwater Control Measure Device
Institute of Marine Sciences
NSF Coastal Processes and Environmental Health Building
Morehead City, North Carolina
Permit No. SW8961201
Dear Ms. Myers:
SynTerra Corporation (SynTerra) conducted an inspection of the stormwater control measure
(SCM) device at the above -referenced site on June 21, 2021. We conducted the inspection in
accordance with the Operation and Maintenance Agreement for Infiltration Basins that is included as
part of the facility's Stormwater Management Permit, as well as the Operation and Maintenance
Provisions for Dry Ponds listed in listed in Part C-12 of the North Carolina Stormwater Design
Manual (revised 11/20/20).
The SCM device installed at the site and listed in the Stormwater Management Permit consists of
a dry pond installed on the east side of the site. The location coordinates of the SCM are N34° 43'
27" (34.7242), W76° 45' 7" (76.7520). Storm water runoff from 1.32 acres of site impervious areas,
consisting of an extension to the NSF Coastal Processes and Environmental Health Building and
parking lot on the north side of the property, follows the site and roof surface grade, sheet flows
into surface catch basin inlets, and through inlet piping into the dry pond. The dry pond is
designed to capture and treat a runoff volume from site impervious surfaces generated by the
first 1.5 inches of rainfall per the Coastal Area Management Association (LAMA) stormwater
requirements. The pond is designed to drawdown the design storm volume within a one -hour
period. Volume in excess of the design storm is routed through 18-inch piping and discharged
through a 50-foot vegetated filter ditch to daylight on the south side of the property.
Inspection Criteria and Results
We conducted our inspection within 24-hours following a storm event that produced 0.5 inches
of rain locally. We based our inspection on the following criteria:

Inspection observations are provided in the attached checklist, and inspection photos are
provided in the attached inspection log
Based on the criteria used as part of this inspection and our observations, we certify that the SCM
device installed at the subject site is operating as designed. We recommend cleaning out the inlet
pipe of the device, even though the volume of stormwater runoff into the device from impervious
surfaces has been significantly reduced due to the installation of detached downspouts on the
NSF Coastal Processes and Environmental Health Building. There is also the potential that this
SCM can be removed from inspection requirements due to the modifications made to the
drainage area that have significantly altered the volume of runoff to the device.

SCM Type: Dry Pond Inspection Date: June 21, 2021
Instructions: Place a check mark in the box under "Satisfactory" for criteria meeting expectations and a check -mark in the box under
"Unsatisfactory" for criteria that does not. If any response requires elaboration or corrective action, do so in the Notes and Comments spaces
provided. Further descriptions or comments should be attached on a separate sheet of paper, if necessary. Please keep the completed form on
rile at the facility for 1 year.
S- NO Criteria Satisfactory Unsatisfactory otes/Rec m en eCctive Action (s)
SCM Perimeter
Drainage area contributing runoff to SCM is free of trash/debris
Perimeter of Dry Pond
Presence of areas of bare soil and/or formation of erosive gullies
Inlet device
Pipe condition- clogged or open
Inlet pipe is almost completely buried, but inlet
flow to pond has been significantly reduced
because of reduction in runoff volume from
drainage area (disconnected downspouts from
building roof)
Pipe condition- cracked or otherwise damaged
Could not tell, pipe is almost completely buried
Erosion of the Swale
Forebay
Sediment accumulation- is depth greater than the original
design depth for sediment storage?
The pond does not have a forebay area
Evidence of erosion of forebay slopes
Weed presence
Some weed growth in rock headwall
Main Treatment Area
Sediment accumulation- is depth greater than the original
design sediment storage depth?
SC•M Criteria11
Water accumulation in pond- more than 5 hrs after storm event?
Satisfacto
J
Unsatisfactory
Notes/Recommended Corrective Action (s)
No evidence of standing water in pond after a
0.5-inch storm event
Presence of weeds or "noxious plants"
Embankment
Presence of shrubs or other hardwood plants
Evidence of animal activity (e.g., burrowing)
Evidence of erosion
Outlet Device
Pipe condition- clogged or open
Pipe condition- cracked or otherwise damaged
Receiving Water
Presence of erosion or other signs of damage at the outlet
Discharges from the pond are causing erosion or sedimentation in
receiving water
J
Additional Comments:
The installation of disconnected downspouts on the roof drains has significantly reduced the volume of runoff that enters the pond, as the majority of the
runoff infiltrates into the surrounding area upgradient of the pond. As a result, there is little to no runoff into the pond, and infrequent to no discharge.
