This Certification is pursuant to the application for Sabal Palm Cottages received on March 7,
1995, with additional information received May 9, 1995. Staff review of the project plans and
specifications has determined that the stormwater control system as proposed will comply with the
Stormwater Regulations set forth in Title 15A NCAC 2H.1003(h). Stormwater runoff will be treated by
4 infiltration basins and a perimeter infiltration Swale sized to contain the runoff from a 25 year, 24 hour
storm event from 34,412 square feet of built upon surfaces located on the site.
Any modification of the plans submitted to and approved by this Office or further development
of this site regardless of the fact that such modification may be less than l.acre, will require an additional
Stormwater Submittal/Modification and approval prior to initiation of construction. Modifications include
but are not limited to; project name changes, transfer of ownership, redesign of built -upon surfaces,
addition of built -upon surfaces, redesign or further subdivision of the project area as shown on the plans
submitted to and approved by this Office.
This Certification shall be effective from the date of issuance until rescinded. The project shall
be constructed and maintained in accordance with the plans and specifications approved by the
Wilmington Regional Office. This Certification does not supersede any other permit or approval. The
developer is responsible for obtaining any and all permits and approvals necessary for the development
of this project. This could include the Division of Coastal Management under CAMA requirements, The
Division of Environmental Management under Wetland 401 Water Quality Certification, and/or a Dredge
and Fill Permit, and/or a Sewer Extension/Collection Permit, U.S. Army Corps of Engineers 404
Wetland Permit, NPDES Stormwater Permit if disturbing five acres or more, local County or Town
Agency permits under their local ordinances, or others that may be required.

A professional engineer must certify that the stormwater system has been installed in accordance
with the approved plans and specifications upon completion of construction. The attached certification
should be received by this Office within 30 days of construction completion.
The infiltration basins and Swale shall be constructed in their entirety, permanently vegetated, and
operational prior to the construction of any impervious surfaces proposed for the project, except roads.

We are in receipt of your letter dated May 3, 1995 requesting additional
information. We are providing the following comments.
1) Pond #4 data has been changed to specify a bottom elevation of 6.0,
which matches the bottom elevation as drawn.
2) The application form has been revised to indicate that 34,412 square
feet (.79 acres) will be impervious, providing a 35% total impervious
area. This matches the amount used in the calculations.

The Wilmington Regional Office received previously requested information for BHI-Sabal Palm
Cottages on April 7, 1995. A preliminary review of that information has determined that the submittal
for -the subject project is not complete. The following information is needed to continue the stormwater
review:
j/1. Pond #4 data lists a bottom elevation of 7.0, yet shows a 6.0 contour. Please clarify.
✓2. Adding up the impervious areas accounted for in the pond volume calculations, yields a
total greater than the amount listed on the submittal form. Please revise the form (original
enclosed) and return.
. Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to June 3, 1995, or the submittal will be

We are in receipt of your letter dated April 13, 1995 requesting additional
information. Apparently the revised calculations were separated from your
package which may have clarified several of the issues. The items listed
below correspond to the items in your letter.
1) The system has been designed to handle the run-off from a 25-year-24
hour storm without flushing. The calculations show that the storage
volume in combination with the high infiltration rate does not permit
flushing of the system.
2) Attached calculations provide required volume of pond and swales.
The ponds are designed for full depth during the design storm event.
3) We have used 1341 square feet of impervious area for each building in
sizing ponds and swales.
4) The perimeter walks will be constructed of wooden decking, and is
considered pervious.
5) The area of the perimeter Swale is slightly larger than 8 cf/If to the top
of the swale. 8 cf/If is used as a conservative figure to allow extra
243 NORTH FRONT STREET volume to be available as a safety factor.
WILMINGTON, NC 28401 6) As clarification, the perimeter walkway will be above grade similar to a
pier. This will allow the perimeter infiltration swale to follow a level
910/3431048 contour while zig-zagging across the walkway several times. It should
be noted that the buildings will also be on piers allowing the swale to
FAX 910/251 8282 cross under them as necessary. This will allow the swale to infiltrate as
designed.
7) It is certainly our intention and obligation to provide 2 feet separation
from the bottom of the swale to the water table. We propose to strictly
enforce this requirement at construction. Since the exact elevation of
your field investigation auger holes is not known, we could invite your
staff to the site at the time the swale is constructed to ensure the
separation is available. Also, we as the engineer of record, will be
required to certify the swale meets the requirements of DEM.
We feel that the plans do meet the requirements and intention of the Code,
and the design has a very high safety factor due to the extremely high
seepage rate in the soils.
If you have any questions please do not hesitate to call. We would also be
glad to review the design in a meeting with you at your convenience.

Dear Mr. Waser:
The Wilmington Regional Office received previously requested information for the BHI - Sabal
Palm Cottages on April 4, 1995. A preliminary review of that information has determined that the
submittal for the subject project is not complete. The following information is needed to continue the
stormwater review:
1. As requested on March 20, 1995, you do not show the ability to bypass the runoff in
excess of the 1-1/2" requirement. As stated in the regulations, all infiltration systems must
be able to bypass the excess runoff to prevent flushing of pollutants through the system.
2. As requested on March 20, 1995, please, calculate the volume required to be stored, the
volume available in each pond and infiltration swale, and the depth that the runoff will
reach in each pond and swale. The ponds have been revised, but revised and sealed
calculations have not been received.
3. Per the typical footprint received, I calculate 1306 square feet of impervious area,
assuming a covered entrance porch, for each unit. The old calculations appear to account
for only 827 square feet per unit. Please clarify. This will increase the overall impervious
percentage of the site, and increase the runoff volume for each pond/swale.
4. If pea gravel is used for the perimeter walks, then it will be considered as impervious, and
must be included in the calculations for volume. If wooden decking is used, then it is
considered pervious.

5. I am unable to duplicate the 8 cf/lf of volume you calculate for the perimeter Swale. If
elevation 8 is used as the top of the Swale, then the volume is significantly larger. If only
the fast 1 foot is used, then the volume is only 5 cf/lf.
6. Please add the perimeter walkway location and width in relation to the infiltration swale
to the detail. If the dark dashed and dotted line onthe plans indicates the location of the
perimeter swale, then it appears to zigzag across. the perimeter walkway. Please clarify.
7. The perimeter swale bottom elevation of 6 is a concern. Our field investigation revealed
that the water table on the down -side of the slope was less than 32" below the surface,
making the proposed bottom elevation of 6 too low to meet the 2' separation. However,
on the upper part of the slope, it was determined that the water table was more than 5'
below the surface, indicating that infiltration could be sited there. Please clarify the
location of the perimeter swale so that it is built on the upper part of the slope, where a
bottom elevation of 6' will meet the 2' separation.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to May 13, 1995, or the submittal will be

After every runoff producing rainfall event, or at least monthly, whichever comes first:
1. Inspect the infiltration pond(s) for erosion, trash accumulation, grass coverage, and general
condition of the facility.
2. Repair eroded areas immediately, re -seed as necessary, keep side slopes and bottom
mowed, and remove trash.
3. Check any inlet piping, swales and catch basins. Repair broken piping, reseed swales, and
remove trash.
4. Inspect the bypass/overflow structure for blockage and deterioration. Remove blockage
and repair structure to originally approved design specifications.
5. Check the depth of the pond(s) every six months. If siltation has occurred to the point that
only 75% of the original design depth is provided, remove the excess silt to the original
depth. Do not over -excavate, as this may cause the required water table separation to be
reduced, and may affect the ability of the system to perform as designed.

PROJECT SITE DESCRIPTION:
Bald Head Island

The proposed project consists of approximately 2.2 acres in the interior of Bald Head
Island. It is located at the end of Sabal Palms culdesac. The tract drains from west to
east with the elevations on the upper end averaging around 11 ft. with small peak high
elevations of 15ft. The perimeter of the east end is adjacent to a lagoon at elevation 4.
The middle of the tract is relatively flat with a steep slope to the south of 20% while the
area to the north slopes at approximately 6%. Along the perimeter towards the lagoon,
the land drops more steeply to the edge of the water.
Bald Head Island proposes to develop the tract with fifteen-1,000 square foot units and
associated drives. In order to meet the North Carolina Department of Environment,
Health and Natural Resources requirements, the storm water will be controlled by
infiltration swales intercepting the runoff prior to leaving the property boundaries.
The purpose of this investigation is to evaluate the soils in regard to their infiltration -
capabilities.
SUBSURFACE CONDITIONS:
The soils in this area of Bald Head Island are predominantly corolla fine sands. These
sands are known to have slow run off due to their extremely rapid permeability and high
seepage rate. The corolla sands consist of pale brown fine sands in the upper portion
and lighter brownish gray fine sands toward the lower part. The sand consists of
approximately 3% of clay material. This gives the material a very high permeability rate
of well over 20 inches per hour.
Soil Borings:
5 soil borings were taken at the proposed ponds in order to determine the water table
elevation. These borings indicated that the water table was approximately at elevation
4 across the.property. The table below summarizes the findings:

At the time the borings were done the area has been in a wet season with indications that
the water table is near its seasonal high elevation. Using an elevation of 4 throughout the
site for the seasonal high water table should provide a conservative basis for design.
SUMMARY:
Based on the geotechnical investigation of the soils, it is expected that using an infiltration
rate of 20 inches per hour and providing a 2 foot separation between the water table at -
elevation 4 and the swales and pond bottoms, should allow the infiltration system to provide
adequate treatment of the soil runoff.

Proiect Description: The Sabal Palm Cottages project is a 15 unit development located on Bald
Head Island in Brunswick County. The site is located on the cul-de-sac of Sabal Palm Court.
The project consists of fifteen 1,000 SF residential buildings, golf cart garages and associated
streets on 2.3 acres of land.
Site Topography: The 2.3 acre site is located within a natural depression which has no discharge
to surface waters. The tract itself is relatively flat with exception to the southern boundary which
is adjacent to the lagoon and drops off to the lagoon.
General Soils: The soils within this site are generally identified as corolla sands by the USDA,
Soil Survey. These sands are extremely well draining with percolation rates greater than
20 inchesihour.
Site Drainage: Stormwater drainage shall be collected by sheet flow run-off into a system of
infiltration swales and ponds. Overflow from those ponds would pool in the area of the ponds
and ultimately sheet flow to the lagoon where further infiltration taken place.
Erosion Control: Silt fence will be constructed around the site to prevent siltation and as a
construction barrier. The infiltration swales and ponds shall be used as a sediment pit during
construction and cleaned out at completion of the grading work.
Grassing of all disturbed areas will be completed as soon after completion of grading work as
practical. In any event, ground cover will be established within 30 days maximum time period.

The overall project are is 2.3 acres with a build upon area of 28,750 SF which equates to 29%
