Stormwater Project No. SW8 921101

Dear Commander:
On September 7, 2004, the Wilmington Regional Office received a plan revision for
Stormwater Management Permit Number SW8 921001. The revisions include the
replacement of the existing metal surface with a concrete surface to the same
dimensions and grade. It has been determined that a formal permit modification is not
required for the proposed changes. We are forwarding you an approved copy of the
revised plans for your files. Please replace the old approved plan sheets with the new
ones.
Please be aware that all terms and conditions of the permit issued on December 16,
1992, remain in full force and effect. Please also understand that the approval of this
revision to the approved plans for the subject State Stormwater Permit is done on a
case -by -case basis. Any other changes to this project must be approved through this
Office prior to construction.

The Division received a plan revision for the subject permit on June 4,
2004. The LHA Simulator was approved in 1992 under 25% low density. The
change from the existing metal surface to a concrete surface is not
eligible for an exemption but a modification is not necessary either. A
plan revision is the proper course of action in this case.
I will need for you to submit two complete sets of plans. One has been
submitted, so 1 will need another set of plans in order to process the
plan revision.

Marine Corps Base, Camp Lejeune, North Carolina \

Dear Ms. Lewis:
Enclosed, please find one copy of the project plans associated with the proposed replacement of
the LHA Deck on Marine Corps Base, Camp Lejeune. The project includes the replacement of a
metal plate simulated aircraft carrier landing deck with a concrete landing deck. The new
landing deck will be placed to the same dimensions and elevations as the existing deck area.
Therefore, no new impermeable surface will be created by the project. No point source
discharges will be created by the proposed work. The existing grading patterns on the site will
not be changed by the proposed project. The proposed project will create a more maintenance
free landing deck than that which exists today.
It is our thought, that the proposed activity would not be subject to the stormwater requirements
specified in 15A NCAC 2H.1000 since no new impermeable surfaces or new grading patterns
will be established. We are requesting an exemption to the Coastal Stormwater regulations for
this project. Please review this project and issue a stormwater permit exemption, if you deem it
appropriate.
