POND SECTION TNRU EXISTING N.Ts, 'GN D 5E4:j70iJ A -A EXISTING OUTLET STRUCTURE DETAIL (W/MODIFICATIONS) Planned Erosion and Sediment Control Practices The purpose of the project is to construct an expansion of a ±75,780 sf Wal-Mart Store to a ±185,883 sf Wal-Mart SuperCenter with all associated paved roads and parking areas. Construction will also include installation of all erosion control measures, water and sewer and all electrical and gas facilities to serve the site. Approximately 10.66 acres will be disturbed during construction period. The site is located at the intersection of North Carolina Highway 130, (Holden Beach Road), and North Carolina Highway 17 Business. Site Description The majority of the site currently drains to the for western portion of the property into a wetland area. All off -site drainage which enters the property will be routed around or through the property and will therefore have no bearing on the calculations for the stormwater management facility. Adiacent Property Land use in the vicinity is a combination of commercial and residential. The site is bordered to the north by residential property, to the east by a church, to the south by INC Highway 17 Business, and to the west by woods. Sediment control measures will be taken to protect all adjoining uses from silt laden runoff. Sediment control devices will consist of, but not be limited to, silt fence, inlet protection, a temporary sediment basin, diversion ditches, a stone construction entrance, and temporary and permanent seeding. I. Sediment Basin The proposed stormwater retention pond will serve as a temporary sediment basin during construction. As the site is graded and as filling operations will allow, the stormwater system will be installed with inlet protection and runoff will be directed to the sediment basin through the pipes. The sediment basin is designed to provide both sediment retention and stormwater retention. See the Erosion Control Details and Water Quality report for supporting calculations. 2. Temporary Gravel Construction Entrance/Exit A temporary gravel construction entrance will be installed near the southeast corner of the site along NC Hwy 17 Business. During wet weather it may be necessary to wash vehicle tires at these locations. The entrance will be graded so that runoff water will be directed to on -site sediment devices. 3. Temoorory Diversions Temporary diversions will be constructed as shown on the plans to prevent surface runoff from leaving the site and to divert water to the sediment basin. Each diversion ditch will be checked at the end of each working day to insure positive drainage to the basin. As the fill increases, eventually the diversions will be eliminated and all water will be directed to the stormwater system. 4. Temporary Block and Gravel Inlet Protection A temporary block and gravel drop inlet protection device will be installed at each Inlet located on the site. Runoff from the devices will be directed to the sediment basin. (Note: The presence of this device reduces the sediment load on the sediment basin and provides sediment protection for the pipe. In addition, sediment removal at this point is more convenient than from the basin.) 5. Land Gradin Heavy grading will be required on approximately 10.66 acres. The expansion will be situated mostly on the eastern side of the property in an area of cut and the parking lot area will be in areas of both cut and fill. Refer to specifications for compaction requirements. All cut slopes, unless noted otherwise, will be 211 or flatter. (Slopes in the ponds are to be no greater than 3: 1). Cut slopes will be fine graded immediately after rough grading, the surface will be disked and vegetated according to the Vegetation Specifications. Fill slopes will be 2:1 or flatter as well. Fill will be placed in layers not to exceed 8 inches in depth and compacted. (Note: All fill shall be placed in strict accordance with the specifications) Filling will be done in a continuous operation until final grade is reached. All grading will be accomplished in such a manner to insure positive drainage to the stormwater system and/or the pond. All disturbed areas will be stabilized with the temporary and permanent seed mixtures and protected with mulch. 6. Sediment Fence Sediment fence will be constructed as shown on the plans and around the topsoil stockpile area. Note that silt fence is reinforced with wire fence. Some areas are critical and very close to the property line. Silt fencing is done in areas that are critical to be maintained and will provide better protection for adjoining neighbors. MAINTENANCE PLAN I. All erosion and sediment control practices will be checked for stability and operation following every runoff producing rainfall but in no case less than once every week. Any needed repairs will be made immediately to maintain all practices as designed. 2. The sediment basin will be cleaned out when the level of sediment reaches elevation 8.0 in the proposed basin. Sediment shall be placed on the topsoil stockpile. 3. Sediment will be removed from the block and gravel inlet devices when storage capacity has been approximately 50% filled. 4. Sediment will be removed from behind the sediment fence when it becomes about 0.5 feet deep at the fence. The sediment fence will be repaired as necessary to maintain a barrier. 5. Purpose To protect work areas from upslope runoff and to divert sediment -laden water to appropriate traps or stable outlets. FENCE FENCE Plan temporary diversions to function 1 year or more, or they may be con- structed anew at the end of each day's grading operation to protect new fill. Diversions that are to serve longer than 30 working days should be seeded and mulched as soon as they are constructed to preserve dike height and reduce maintenance. Where design velocities exceed 2 ft/sec, a channel liner is usually necessary to Conditions Where This practiceappliestoconstructionareaswhererunoffcanbedivertedanddis- prevent erosion (Table 8.05a, Appendix 8.05). P ractice Applies pow of properly to control erosion, sedimentation, or flood damage. Specific Temporary diversions may serve as in -place sediment traps if overexcavated f locations and conditions include: to 2 ft and placed on a nearly flat grade. The dike serves to divert water as the above disturbed existing slopes, and above cut or fill slopes to prevent stage increases. A combination silt fence and channel in which fill from the runoff over the slope; channel is used to stabilize the fence can trap sediment and divert runoff simul- • across unprotected slopes, as slope breaks, to reduce slope length; taneously. below slopes to divert excess runoff to stabilized outlets; Wherever feasible, build and stabilize diversions and outlets before initiating • where needed todivert sediment -laden water to sediment traps; other land-disnrrbing activities. • at or near the perimeter of the construction area to keep sediment from Design Criteria Drainage areas-5 acres or less. leaving the site; • above disturbed areas before stabilization to prevent erosion and maintain Capacity —peak runoff from 10-year storm. acceptable working conditions. • Temporary diversions may also serve as sediment traps when the site has Velocity —See Table 8.05a, Permissible Velocities for Erosion Protection, Ap- been overexcavated on a flat grade; they may also be used in conjunction pendix 8.05. with a sediment fence. Ridge design— side slope: 2:1 or flatter Planning 3:1 or flatter at points where vehicles cross It is important that diversions are properly designed, constructed and main- top width: 2ftminimum Considerations tarned since they concentrate water flow and increase erosion potential (Figure freeboard: 0.3 ft minimum 6.20a). Particular care must be taken in planning diversion grades. Too much settlement 10% of total fill height minimum Compacted soil) i Coarse aggregate slope can result in erosive velocity in the diversion channel or at the outlet. A change of slope from steeper grade to flatter may cause deposition to occur. The deposition reduces carrying capacity and may cause overtopping and failure. Frequent inspection and timely maintenance are essential to the proper function- ing of diversions. Sufficient area must be available to construct and properly maintain diversions. It is usually less costly to excavate a channel and form a ridge or dike on the 2 I< min >I ' F1oW ::r'::.':.''.•:;;:.{.:..;;..;.r..;: 18" min t 6 typical downhill side with the spoil than to build diversions by other methods. Where space is limited, it may be necessary to build the ridge by hauling in diking material or using a silt fence to divert the now. Use gravel to form the diversion dike where vehicles must cross frequently (Figure 6.20b). Figure 6.20b Temporary gravel diversion dike for vehicle crossing (modified from Va SwcC). Channel design— shape: parabolic, trapezoidal, or V-shaped side slope: 2:1 or flatter 3:1 or flatter where vehicles cross Grades —Either a uniform or a gradually increasing grade is preferred. Sudden decreases in grade accumulate sediment and should be expected to cause over- topping. A large increase in grade may erode. Outlet —Design the outlet to accept flow from the diversion plus any other con- tributing areas. Divert sediment -laden runoff and release through a sediment - trapping device (Practice 6.60, Temporary Sediment Trap and Practice 6.61, Sediment Basin). Flow from undisturbed areas can be dispersed by a level spreader (Practice 6.40, Level Spreader). Small diversions —Where the diversion channel grade is between 0.2 and 3%, a permanent vegetative cover is required. A parabolic channel and ridge 1.5 ft deep and 12 ft wide may be used for diversions with flows up to 5 cfs. This depth does not include freeboard or settlement. Side slopes should be 3:1 or flatter and the top of the dike must be at least 2 ft wide. Construction 1. Remove and properly dispose of all trees, brush, stumps, and other objec- Specifieations tionablematerial. 2. Ensure that the minimum constructed cross section meets all design require- ments. 3. Ensure that the top of the dike is not lower at any point than the design eleva- tion plus the specified settlement. 4. Provide sufficient room around diversions to permit machine regrading and cleanout 5. Vegetate the ridge immediately after construction, unless it will remain in place less than 30 working days. Maintenance Inspect temporary diversions once a week and after every rainfall. Immediate- ly remove sediment from the flow area and repair the diversion ridge. Careful- ly check outlets and make timely repairs as needed. When the area protected is permanently stabilized, remove the ridge and the channel to blend with the natural ground level and appropriately stabilize it.
