Box 15564 New Bern, North Carolina 28583 Reference: Report of Seasonal High Water Table Estimation FC-308 and Buildings 313 and 1747 Camp Lejeune, Onslow County, North Carolina ECS Project No. 22,19323 Dear Mr. Avolis ECS Carolinas, LLP (ECS) recently conducted an estimation of the Seasonal High Water Table (SHWT) for the proposed stormwater best management practice (BMP) areas for three parking lots; FC-308, Building 313, and Building 1747 located on Camp Lejeune, Onslow County, North Carolina. This letter, with attachments, is the report of our estimation. Field Testing On August 19, 2013, ECS conducted an exploration of the subsurface soil and groundwater conditions at three requested locations shown on the attached Boring Location Plans (Figures 1,2, and 3). The purpose of this exploration was to estimate the SHWT of the in place soils for the design of for the proposed stormwater BMP areas. ECS met with Mr. Kevin Avolis with Avolis Engineering in order to locate the borings. ECS explored the subsurface soil and groundwater conditions by advancing one hand auger boring into the existing ground surface at the requested boring locations. ECS visually classified the subsurface 'soils and obtained representative samples of each soil type encountered. ECS recorded the SHWT and groundwater level observed at the time of each hand auger boring. The attached SHWT sheet provides a summary of the subsurface conditions encountered at each hand auger boring location. The groundwater level and the SHWT were estimated at each boring location below the existing grade elevation. Below is a summary of each boring location. Location SHWT 1 FC-308 48 inches 2(Building 1747 30 inches 3(Building 313 24 inches The SHWT may vary within the proposed site due to changes in subsurface elevation. , 1--0 , St P 1 1 2013 ,f conditions' and '1711 0cy im tlm;in4: f'q P' A, y gltl P 1', Vdi!r t tt , t, u 1744, f 1 • 1`: 910-0i-0114 • F: 91 0'6840u5 i;:.,. '-:+era:a rr.:W.:t6 rOlf, Gi✓J M:+tfr.i,tif' ?' _"+7 :.r.J°1 .±CM b3'rxfW n f}".;i.)'r;ii:s: 41-C r.:m'.^.,. r r.';'i s'rtttix: E...ti; .r T,rs.re..:. BY:_ v Stormwater Management Narrative Construct Parking Lots, Hadnot Point and French Creek MCB Camp Lejeune, NC Building FC-308 This project proposes to construct a new asphalt paved parking area in an area currently existing as woodlands. The parking area will be an extension of an existing parking lot that existed before the Coastal Stormwater Regulations. The site is located in an older area of the base with no surrounding stormwater boundaries. The runoff from the existing impervious areas around the site will be diverted around the drainage basin for the new parking area with the exception of 1,284 SF of existing jogging trail being relocated. The project will create 19,784 SF (0.425 Ac.) of grassed area into asphalt parking area. The drainage boundary established for this project is 35,508 SF in size. The BUA consists of 19,784 SF of new parking area and 1,284 SF of existing BUA. The project built -upon area percentage is 55.7. Stormwater treatment will be by a wet pond sized for 90% TSS. The SA/DA ratio is 6.4%. The pond average depth is 3.0 feet and it is sized to contain and drawdown the runoff volumes associated with both the 1.5 and 2.0 inch storms. The minimum required pond surface area is 2,273 SF compared to the 3,675 SF provided. The work area does not impact any wetlands The site drains to Cogdel's Creek which is classified as SC;NSW (Index #19-23). All work is located greater than fifty feet from surface waters. 1.5 acres of the site will be disturbed by this project in order to construct the parking area. The sedimentation and erosion control plan is being concurrently submitted. The soils on the site are classified as Baymeade by the Onslow County Soil Survey. Baymeade is described as a loamy sand at the depths to be disturbed by this project. The property is owned by the Federal Government. There are not any known historic sites on the property. 1 0VER I g SEP 1 1 2013 4 J BY. 11 //` , r_.•'ii►® rr.:. .N f,. .. )Vc . u ny Yea ) CRE bxi y,j yR? mg ttfP'.yy m - T — hi' J Jh 3-0 YmpoOuade Copyright 0 1999 DeLormO Yarmouth, 6D: 08096 Sauce Data: OSSS 1000,£b^Scale:—lt:-85,000•; Detail: 13-0 Datum: 86S81 .;, ..9 ,, .,L:Z,; gDG.
