PROJECT DESCRIPTION
THE PURPOSE OF THIS PROJECT IS TO CONSTRUCT A SINGLE
STORY MAINTENANCE FACILITY TO PROVIDE WORK SPACES IN SUPPORT OF
THE ESTABLISHMENT OF THE FLEET READINESS CENTER EAST SITE NEW
RIVER. OTHER SITE WORK WILL INCLUDE LAND GRADING, VARIOUS
s ASPHALT AND CONCRETE AREAS, AND LATERALS FOR BOTH DOMESTIC
s WATER AND SANITARY SEWER. THIS PROJECT WILL MEET MINIMUM
ANTI -TERRORISM FORCE PROTECTION STANDARDS. APPROXIMATELY 1.10
D ACRES WILL BE DISTURBED DURING THIS CONSTRUCTION PERIOD. THE
SITE IS LOCATED IN JACKSONVILLE, NORTH CAROLINA AT THE NEW RIVER
MARINE CORPS AIR STATION OFF OF U.S. 17. NEW RIVER IS LOCATED
IN THE NEW RIVER WATERSHED. STORMWATER RUNOFF CURRENTLY
FLOWS NORTH TO A DRAINAGE DITCH THAT FLOWS TO A 12-INCH
CULVERT THAT FLOWS WEST. THE EXISTING DRAINAGE DITCH WILL BE
EXTENDED TO THE EAST AND NORTHEAST AND WILL BE USED FOR
STORMWATER MANAGEMENT TO INSURE POST -DEVELOPED RUNOFF DOES
NOT EXCEED PRE -DEVELOPED PEAK RUNOFF.
SITE DESCRIPTION
THE MAINTENANCE FACILITY SITE IS LOCATED TO THE NORTHEAST
OF THE OVERALL NEW RIVER SITE. THE PROJECT SITE IS LOCATED
ALONG THE NORTH SIDE OF THE CONCRETE AIRCRAFT PARKING APRON,
WEST OF EXISTING MAINTENANCE HANGAR AS504 AND IS WITHIN THE
FLIGHT LINE SECURED PERIMETER FENCE, WITH ACCESS TO AUTHORIZED
PERSONNEL ONLY. THE SITE CURRENTLY CONSISTS OF A MIX OF
BITUMINOUS CONCRETE PAVEMENT AND GRASS. THE NEAREST STREETS
ARE FOSTER STREET TO THE EAST, CAMPBELL STREET TO THE NORTH
AND WHITE STREET TO THE WEST.
THE SITE SLOPES TO BOTH THE NORTH AND THE SOUTH, WITH
THE DRAINAGE DIVIDE LOCATED APPROXIMATELY AT THE EDGE OF THE
C AIRFIELD. THE TOPOGRAPHY OF THE SITE IS GENERALLY FLAT WITH A
HIGH OF APPROXIMATELY 20 FEET TO THE SOUTHEAST AND A LOW OF
APPROXIMATELY 16 FEET RUNNING ALONG THE GRASSED DRAINAGE DITCH
TO THE NORTH OF THE SITE. THERE IS NO EVIDENCE OF SIGNIFICANT
EROSION UNDER PRESENT SITE CONDITIONS.
ADJACENT PROPERTY
THE PROPERTY TO THE NORTH, EAST, SOUTH AND WEST OF THE
CONSTRUCTION SITE ARE WITHIN THE NEW RIVER MARINE CORPS AIR
STATION. AN AIRFIELD IS LOCATED TO THE SOUTH, BUILDING AS502
(FIREHOUSE) TO THE NORTH, MAINTENANCE HANGAR AS504 TO THE EAST
AND A GRASSED AREA TO THE WEST. THE NEW CONSTRUCTION WILL
HAVE A SIMILAR USE TO THAT OF THE SUPPORT BUILDINGS CURRENTLY
LOCATED ON THE SITE.
SOILS
BORINGS CONDUCTED IN THE AREA OF THE PROPOSED SITE
CONTAINED SUBSURFACE SOILS COMPOSED OF FOUR GENERAL
STRATIGRAPHIC LAYERS. THESE LAYERS INCLUDE:
* LOOSE TO DENSE, SILTY SAND TO A DEPTH OF ABOUT 2 TO 6 FEET
* VERY SOFT TO STIFF, SILTY CLAY WITH LITTLE ORGANICS AND LITTLE
B SAND TO A DEPTH OF ABOUT 9 TO 11 FEET
* VERY LOOSE TO DENSE, SLIGHTLY SILTY TO SILTY SAND TO A DEPTH
OF ABOUT 27 TO 32 FEET
* FIRM TO VERY DENSE, SILTY SAND AND SHELL TO THE MAXIMUM
EXPLORATION DEPTH OF 50 FEET
THE GROUNDWATER TABLE WAS ENCOUNTERED AT A DEPTH OF
ABOUT 9 FEET BELOW THE GROUND SURFACE. THE CONTRACT
DOCUMENTS REQUIRE THE CONTRACTOR TO MAINTAIN ALL EROSION AND
SEDIMENT CONTROL DEVICES.

MAINTENANCE PLAN
AN OUTLET STABILIZATION STRUCTURE WILL BE USED ON THE OUTLET
LOCATED TO THE NORTHWEST OF THE PROJECT SITE. THIS STRUCTURE

FLOW BYPASS AREAS AND OVERFLOW OUTLETS ARE STABLE.
